SUBJECT: TOWN OF NEWCASTLE OFFICIAL PLAN
COMMUNITY IMPROVEMENT POLICIES
RECOMMENDATIONS:
It is respectfully recommended to Council the following:
1. THAT Report PD-300-86 be received; and
2. THAT the proposed Official Plan Amendment in respect of Community Improvement
Policies, approved by Council at its meeting of November 24, 1986, be modified by
deletion of Map "B" delineating community improvement areas and replacing same with
* the revised Map "B" attached hereto, and the Regional Municipality of Durham be so
advised.
BACKGROUND AND COMMENT:
As Members of Council will recall , a proposed amendment to the Town of Newcastle Official
Plan in respect of Community Improvement Policies was approved at the Council Meeting of
November 24, 1986. Attached to said amendment was a map delineating the proposed
community improvement areas within the Town of Newcastle.
Subsequent to approval of said Official Plan Policies and as a result of discussions with
Staff of the Ministry of Municipal Affairs, it was determined that it may be possible to
receive some consideration by the Province relative to funding for a replacement arena in
BowmanviIle. While there have been no guarantees provided to the effect that such a

project is eligible, Ministry Staff have indicated that it was a matter
worthy of further discussion. Accordingly, it was deemed appropriate to
amend the proposed schedule to the Official Plan delineating community
improvement areas to identify the whole of Bowmanville as a Community
Improvement Area based upon the fact that the proposed arena would replace a
deficient facility serving that area.
Similarly, as a result of questions raised at the last Council Meeting,
Staff initiated a further review of the situation with respect to some of
the older areas of Newcastle Village and Courtice. This review has not been
concluded, however, in the event that it reveals a need for community
improvement programs in that area, we are proposing designation of Newcastle
Village and further areas of Courtice. At such time as the review is
completed, appropriate modifications will be made to our Background Report
and forwarded to the Ministry of Municipal Affairs. However, by delineating
the areas at this time, we avoid the need for future amendment to the
Official Plan and are under no obligation to undertake a Community
Improvement Project within those areas even if so designated within the
Official Plan.
Staff are therefore, respectfully recommending that the aforementioned
modifications be made to the proposed amendment to permit consideration of
the new arena facility in Bowmanville and any necessary community
improvement works within Newcastle Village and further areas of Courtice.
