OF CLARKE (NEWCASTLE VILLAGE) FILE: 18T-78027 RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-112-86 be received; and 2. THAT the Ministry of Municipal Affairs and Housing be advised that the Town of Newcastle has no objection to the extension of draft plan approval of Plan of Subdivision 18T-78027 for a further one (1 ) year period to May 21, 1987; and 3. THAT a copy of this report and Council 's decision be forwarded to the Ministry of Municipal Affairs. BACKGROUND AND COMMENT: * On March 18, 1986, the Town received a letter (attached) from the Ministry of Municipal Affairs advising that draft approval of Plan of Subdivision 18T-78027 is due to lapse on May 21, 1986, and requesting that the Town's position on the extension of draft approval be forwarded to the Ministry. . . .2 C� REPORT NO. : PD-112-86 Page 2 Plan of Subdivision 18T-78027, which is located in Part Lot 26, Concession 2, former Township of Clarke proposes a creation of 139 single family lots and a 0.7 hectare park block on a 13.5 hectare (33.35 acre) parcel of land located east of Arthur Street and north of Highway 2 in Newcastle Village (see Attachment No. 1) . The plan was draft approved for a three (3) year period by the Ministry of Municipal Affairs and Housing on May 21, 1982. In 1985 draft approval was extended for a one (1) year period to May 21, 1986. COMMENT: Staff have reviewed the draft approved plan and note that the Plan as proposed conforms to the policies of the Town of Newcastle Official Plan as they relate to the Newcastle Village Urban Area. The subject site is zoned "R1" by By-law 84-63, as amended. Staff have also reviewed the conditions of draft approval for Plan 18T-78027 and have no difficulties with same. Staff note that to date the applicant has not expressed any interest to the Town in proceeding with development of the subject lands in the short term future. However, given that the plan conforms with the Official Plan , it is recommended that the Ministry of Municipal Affairs be advised that the Town of Newcastle has no objection to the extension of draft approval of Plan of Subdivision 18T-78027 for a further one (1 ) year period to May 21, 1987. By a copy of this letter we are asking the municipality and the region to advise us or .heir position on volar recuest. If we do not hear from them we will assume they have no objection. If. here are any concerns with the recuested extension we will contact you in advance of the lapsing. date. Please remember that once draft approval has lapsed, it cannot be reinstated.
