By-Law # (SING: General Purpose and Administration Committee DATE: Monday, May 5, 1986 REPORT #: PD-121-86 FILE #: Pln. 19.1 SUBJECT: COURTICE URBAN AREA DEVELOPMENT CHARGES OUR FILE: Pln 19.1 RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-121-86 be received; and * 2. THAT the attached by-law to amend By-law No. 83-22, as amended, be approved. BACKGROUND AND COMMENTS: At the February 17, 1986 meeting of the General Purpose and Administration Committee, Staff Report PD-2-86 was considered in respect of adjustments to the Cou rtice Urban Area development charges. Said report outlined the rationale for lot levies and identified the various proposed capital expenditures which contribute to the cost of development in the Courtice Urban Area. Inasmuch as a number of these items were under consideration as part of the Town's Capital Budget process, any action was deferred until Council granted final approval of same and direction provided to prepare an amendment to the Town's Levy By-law as soon as possible thereafter. . . .2 REPORT NO.: PD-121-86 Page 2 _L-- In that regard, of the component capital expenditures considered as a basis for lot levies, the only item which was not approved through the Five Year Capital Budget was a new main branch for the Newcastle Public Library. Accordingly, this has been deleted from the levy calculations resulting in a slight downward adjustment of the proposed levies for Courtice. Utilizing the reduced expenditure calculations, the resultant in levies would be as shown in Table A below. TABLE B % Change Housing Type Existing Levy New Levy in Levies Single and Semis $915 $1245 36% Townhouses $765 $1283 68% Apartments $625 $ 855 37% In accordance with the Council ' s resolution , upon approval of the amending by-law, notices will be forwarded to the various developers affected by the adjustments advising them that the Town will be exercising its option pursuant to the terms of the Subdivider' s Agreement to adjust the development charges and further advising them that, should they wish to pay any outstanding charges at the rates identified within the Development Agreement, they must do so within sixty (60) days of the notice provided. Director of Planning TTE*jip *Attach April 25, 1986 i THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW NUMBER 86- being a By-law to amend By-law No. 83-22, as amended by By-law No. 83-156, to revise the scale of development charges for the Town of Newcastle. WHEREAS By-law No. 83-22 of the Corporation of the Town of Newcastle, as amended by By-law No. 83-156, established a scale of development charges. AND WHEREAS pursuant to the provisions of By-law No. 83-22, the Town is to review the schedule of development charges annually. AND WHEREAS as a result of such a review the Council of the Town of Newcastle deems it advisable to revise its schedule of development charges. NOW THEREFORE the Council of the Corporation of the Town of Newcastle hereby enacts as follows: 1. Paragraph 1.2 of Schedule "A" to By-law No. 83-22 of the Corporation of the Town of Newcastle is hereby amended by inserting the following revised development charges: Single and Semi-Detached Dwelling Units $1,245.00 per unit Row Housing (including conventional Townhousing, Street Townhousing and Mobile Units) $1,283.00 per unit Apartments (including walk-up and higher density apartments, rental and condominium) $ 855.00 per unit 2. The provisions of this by-law shall take effect on the date of passing hereof. BY-LAW read a first time this day of 1986. BY-LAW read a second time this day of 1986.
