HomeMy WebLinkAboutPD-157-86 (e) TOWN OF NEWCASTLE / REPORT Res. # By-Law # MEETING: General Purpose and Administration Committee DATE: Monday, June 16, 1986 REPORT #: PD-157-86 FILE #: OP 3.4 SUBJECT: HAMPTON HAMLET DEVELOPMENT PLAN OUR FILE: UP 3.4 RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-157-86 be received for information. BACKGROUND AND COMMENT: In November, 1985 correspondence was received from Audrey J . Cook, Secretary of the Hampton Community Association, requesting the Town of Newcastle complete the Hampton Landuse Development Plan as soon as possible and to include therein park facilities containing two (2) ball diamonds and a junior soccer pitch. This request was received and referred to Staff for review and subsequent report. In that regard, Staff note that preparation of Hamlet Development Plans for Hampton and Orono were given a high priority within the Planning Department Work Program dependent, of course, upon workload. In that regard, through adoption of the amendments to the Newcastle Official Plan, Hamlet policies have been put in place, however, Ministry of Housing Staff have advised that certain modifications may be requested relative to these policies. Staff concur with this approach inasmuch as it provides an appeal mechanism not presently available with respect to Council approved Hamlet Plans. Accordingly, Staff have been reviewing the various existing approved Hamlet Plans in order to ascertain the necessary changes to permit adoption as amendments or modifications to the Town of Newcastle Official Plan presently under consideration by the Ministry of Municipal Affairs. Bearing this in mind, we are not yet in a position to submit for Council approval a final draft of the Hampton or Orono Landuse Plans, however, when such plans are brought forward further Public Meetings would be appropriate in order to allow further resident input to these plans. With respect to the details of park development, these are not normally considered as part of the Development Plans, however, allocations for parkland will be provided within such plans. The detailed Development Plan for a particular park block will be prepared by the Community Services Department in consideration of the request from the Hampton Community Assocation and acquisition and development determined through either the subdivision or capital budget approval process.
