COURTICE NEIGHBOURHOOD DEVELOPMENT PLAN AND OFFICIAL PLAN AMENDMENTS FILE: OP 2.2.1 RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: I. THAT Report PD-158-86 be received; and 2. THAT Planning Staff convene a Public Meeting at the Courtice High School in order to obtain input into the proposed amendments to the Courtice Urban Area Plan and the Courtice West, Courtice South and Courtice North Neighbourhood Development Plans. BACKGROUND AND COMMENTS: In February, 1986, the Council considered Staff Report PD-42-86 in respect of proposed amendments to the Courtice West Neighbourhood Development Plans. This report recommended a number of amendments to the Neighbourhood Development Plan for Courtice West in order to permit the development of a larger park in the area bounded by Townline Road on the west, Highway No. 2 on the north, and Darlington Boulevard South on the east and the Farewell Creek on the south. This recommendation was referred back to Staff for further review and a subsequent report which has culminated in the recommendations contained herein. . .2 REPORT NO. : PD-158-86 Page 2 In view of the rapid growth occurring in the Courtice Urban Area and in consideration of the need to obtain public input relative to proposed revisions, Staff are recommending that Public Meetings be held to discuss possible revisions to the Neighbourhood Developments Plans for Courtice as well as any requisite amendments to the Courtice Urban Area Plan. In that regard, Staff note that Report PD-42-86 dealt with a proposed revision to the park block in Courtice Neighbourhood 1B as identified by the Courtice Urban Area Plan. It was recommended, at that time, that a larger park, than originally proposed, be developed in order to accommodate increasing pressure for structured recreational facilities within that area. In addition , Staff have been reviewing the transportation network, as indicated in a conceptual form within the Official Plan, and are proposing a number of adjustments to same in order to better facilitate connections between the future Go Station and the Community Central Area and changes to traffic patterns resulting from the deletion of the Adelaide Avenue extension. With the exception of the latter change to the transportation network, it may be possible to accomplish most of the proposed changes through simple amendments to the Courtice Neighbourhood Development Plans pursuant to Section 6.7.2 of the Courtice Urban Area Plan which provides that the road alignments shown on Schedules 1 and 4 are conceptual except where the right-of-ways are already established. Said section further provides that detailed road alignments of arterial and collector roads and the general location of local roads shall be defined in the Neighbourhood Development Plans. Similarly, it would appear necessary to amend the Courtice Urban Area Plan to add a Neighbourhood Park designation in Neighbourhood I.B. A further amendment would deal with the deletion and possible relocation of a Special Purpose Commercial designation south of Highway No. 2 at Prestonvale Road and addition of a residential designation in that area. . . .3 REPORT NO. : PD-158-86 Page 3 Staff are currently preparing detailed amendment documents to facilitate these proposed revisions and are hereby seeking authorization to schedule the necessary Public Meetings and initiate circulation of the proposed amendments. THAT Report PD-42-86 be received; and 2. THAT Planning Staff initiate the necessary amendments to the Neighbourhood Development Plan to facilitate development of a larger park in the area bounded by Townline Road on the west, Highway No. 2 on the north, and Darlington Boulevard South on the east, and the Farewell Creek on the south; and 3. THAT a Public Meeting be scheduled for consideration of such Neighbourhood Development Plan amendment; and 4. THAT Staff incorporate any necessary revisions to the Engineering Drawings for abutting lands in order to protect the Town's options with respect to park development in this area. BACKGROUND AND COMMENTS: As part of our ongoing review of the development in Courtice, discussions with the Community Services Department have indicated that the present distribution of parkland, within the Courtice West Neighbourhood; is too fragmented to permit development of park . . .2 REPORT NO. : PD-42-86 Page 2 facilities consistent with the anticipated requirements for this neighbourhood in terms of recreational facilities. In this regard, the Director of Community Services has requested the Planning Department to examine the alternatives that may be available for meeting their objectives and as a result of our examination, we feel that, through deletion of a number of smaller parkettes and purchase of additional lands in conjunction with lands to be dedicated for park purposes west of Darlington Boulevard south of Highway No. 2, the Community Services requirements can be satisfied. This option, however, requires an amendment to the Neighbourhood Plan and will require certain revisions to the engineering drawings for a draft approved plan of subdivision adjacent to the area under consideration for park development. The necessary funds for acquisition of these lands would be obtained through disposal of any park dedications deemed to be redundant and through acceptance of a cash-in-lieu in all other situations consistent with the recommendations of the Town' s Master Plan for culture and recreation. * Attached herewith is a photocopy of that portion of the Neighbourhood Plan directly impacted by this proposal and a copy of the Neighbourhood Plan, in its entirety, will be made available for discussion at the Council meeting. In view of the fact that the request of the Community Services Department can be accommodated if steps are taken immediately to protect this option and in view of the fact that the proposed change would result in an increase in the amount of useable park land within this neighbourhood, Staff are recommending that the necessary amendments to the Neighbourhood Plan be prepared and a public meeting scheduled at the earliest possible opportunity in order to seek public input into these changes.
