Over the years the areas where skateboarding was prohibited have increased to include Bowmanville, Newcastle, and Orono. ISSUES: Recently there have been complaints about problems with youth skateboarding in the area of Highway No.2 and Regional Road 18 in Newtonville. Given the nature of the roads in this area, staff do not believe that this is a safe area for the youth to use. Members of Council have received calls from area residents expressing their concern. One of the main areas of concern is the church lot at 2041 Regional Road 18. This is private property and the municipality does not have authority to address this land. It is best dealt with as a Trespass issue once signs have been posted by the church indicating that skateboarding is prohibited on that lot. The municipality can, however, regulate skateboarding on the sidewalks adjacent to the property. Based on input received staff are proposing a prohibited area extending from Ovens Road along Highway No.2 to paynes Crescent, and from Highway NO.2 north to Church Lane. Attachment: 1. By-law THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON By-law 2003- Being a by-law to amend by-law 89-107. a by-law to regulate the use of skateboards and bicycles in the Municipality of Clarington WHEREAS the Council of the Corporation of the Municipality of Clarington deems it necessary to amend By-law 89-107 regulating the use of skateboards within the limits of the Municipality of Ciarington; NOW THEREFORE THE Council of the Corporation of the Municipality of Clarington enacts as follows; 1. By-law 89-107 is amended by adding "Schedule "D" Newtonville" as attached hereto. to the list of Schedules. 2. All the provisions of By-iaw 89-1 07 shall apply to Section 1 of this By-law. 3. This by-iaw shall come into full force and effect on the date of enactment. By-law read a first and second time this 23rd day of June 2003.
