FEASIBILITY OF LIMITED TRANSIT SERVICE TO NEWCASTLE VILLAGE,
THE VILLAGE OF ORONO AND THE WILMOT CREEK RETIREMENT
COMMUNITY
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report be received;
2. THAT Council direct the Engineering Services Department to implement a six-month
transit service pilot to the Village of Orono and to the Wilmot Creek Retirement
Community, beginning November, 2003; and
3. THAT the Director of Engineering Services report back to Council with a full operational
review of the six-month pilot prior to its conclusion; and
4. THAT the six-month pilot project costs be charged to the Clarington Transit Contract
Account # 7216-00100-0261

1.0 BACKGROUND
On June 23, 2003 Council approved resolution #C-406-03 which was written as follows:
"WHEREAS Clarington Transit will approach one year of operation this summer;
AND WHEREAS access to transit should ideally be available to each resident of
Clarington where a need has been identified and where it has clearly been shown to
be financially feasible;
NOW THEREFORE BE IT RESOLVED THAT Engineering Services staff be
requested to investigate the feasibility of providing a limited transit service between
Bowmanville, Newcastle Village, the Village of Orono and the Wilmot Creek
retirement community, and to report back to Council in September 2003".
Engineering Services staff received direction from Council to begin discussions with
staff at the Oshawa Transit Commission to investigate the potential for a limited transit
service between Bowmanville, Newcastle Village, the Village of Orono and the Wilmot
Creek retirement community as well as the financial feasibility of offering this service.
It was identified that a route between Bowmanville and Newcastle would result in a
duplication of service as GO Transit currently operates a bus along the Highway #2
corridor.
In considering routes we looked at the fact that Wilmot Creek is directly east of
Bowmanville and Orono to the north. Any loop linking the two would not be attractive in
terms of timing and scheduling. Oshawa Transit has recommended that times for any
route are better kept to a minimum where possible. In this case we can achieve this by
offering alternate day rotating service to each community, one day to Wilmot Creek and
the next to the Village of Orono. The proposed routes are suggested as follows:

Wilmot Creek
The Wilmot Creek route could operate from Wilmot Creek along Bennett Street to
Highway #2 (King Street), west to Simpson Avenue (Bowmanville Mall), south to Prince
Street (Hospital), then north on Liberty Street to Church Street stopping at the Church
and Temperance Street transfer point. From here it will travel west to Scugog Street,
south to Highway #2 (King Street), then west to the Clarington Centre. The return trip
will be a reverse of this route with its final destination being Wilmot Creek.
We recommend that this service be offered on Mondays. Wednesdays and Fridays with
a trip made once in the morning and a return later that afternoon. Times may be as
follows but are subject to some changes as may be required:

Orono Route
The Orono route could operate from Bowmanville north along Liberty Street to Taunton
Road, east to Peter's Pike subdivision Oust south of Taunton Road), then south through
downtown Orono to the local Senior's Centre. It would then continue west to Liberty
Street, Liberty to Bowmanville, east at Prince Street (hospital) to Simpson Avenue,
north to Highway #2 (King Street) at Bowmanville Mall, west to Liberty Street, north to
church Street, west to Church and Temperance (transfer point with existing local transit
routes), then west to Scugog. The bus would then travel south to Highway #2 (King
Street), and then west to the Clarington Centre, The return trip will be a reverse of this
route with its final destination being the Village of Orono.
We recommend that this service be offered on Tuesdays and Thursdays with a trip
made once in the morning and a return later that afternoon. Times may be as follows
but are subject to some changes as may be required:

Both of these routes still need to be time tested before a schedule can be confirmed and
implemented but the service would operate Monday to Friday only.

2.0 INPUT FROM OTHER SOURCES
We were provided with the proposed route and schedule of times by the Oshawa Transit
Commission.
3.0 COST ANALYSIS
Ideally transit should be made available to each resident of Clarington where a need has
been identified and where it has clearly been shown to be financially feasible. Staff
have done a preliminary review of the potential costs of providing this additional transit
service using the school bus extra vehicle we are currently already paying for in order to
achieve additional savings.
As discussed there would be no additional vehicle usage fees but there would be
additional driver and fuel costs. In the fall, winter and spring when the school bus extra
is in operation additional weekly driver costs would be approximately $70 plus fuel costs.
In the summer when the students are not in school additional driver costs would increase
to approximately $700 per week plus fuel costs. If we estimate that additional staff costs
for this service are approximately $12,000 and fuel and miscellaneous costs
approximately the same then it would not be unreasonable to expect that this service
could potentially cost $25,000 per year. If revenue recovery for this service were initially
in the range of 20 - 30% we might expect these costs to be between $18,000 and
$20,000 per year.
4.0 CONCLUSION
At this point costs and potential routes are very preliminary and specific details still need
to be finalized with Oshawa Transit. It appears however that having access to the school
bus extra vehicle provides us with a unique and relatively cost effective opportunity to
provide service to the Village of Orono and the Wilmot Creek areas. If the details of this
service are satisfactory in principle we propose that Council recommend that the
Engineering Services Department implement a six-month pilot service to the

Wilmot Creek and Village of Orono. The six-month pilot service could be implemented in
November, 2003 at a cost of approximately $10,000. These costs would be added to our
current contract with Oshawa Transit with funding from the Clarington Transit Reserve
Fund through the account number 7216-00100-0261. A preliminary review will be
conducted at year-end 2003 and a full review at the end of the first quarter 2004. At the
end of the first quarter of 2004 Council will be provided with the information they need to
decide whether the service will be implemented on a permanent rather than temporary
basis.
The Director of Finance has reviewed the funding requirements and concurs with the
recommendation.
