ROBINSON RIDGE NEIGHBOURHOOD PARK
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report EGD-20-03 be received;
2. THAT the Purchasing By-Law #94-129, Section 5, Item 5.06, be waived for this
transaction;
3. THAT before the purchase order is issued, the Courtice Parks Baseball and Softball
Association pay to the Municipality their portion of the batting cage cost;
4. THAT a purchase order in an amount of $157,300.00 be issued to 289143 Ontario Ltd.
for the water play area and batting cage; and
5. THAT the required funds be drawn from the 2003 Capital Budget Account No. 8610-
03103-1401 for the Robinson Ridge Neighbourhood Park.

1.0 BACKGROUND
To service new subdivision growth a residential developer will be constructing a new
neighbourhood park in Courtice in 2003. The park, tentatively known as Robinson Ridge
Neighbourhood Park, will be located in the new residential subdivision south of Bloor
Street, just east of Townline Road. A key map of the park is included as Attachment No.
1 of this report. The park will include a ball diamond, batting cage, mini-soccer field,
playground, gazebo, water play area, connecting walkways, and landscape planting.
The approved subdivision agreement and concept plan for this park did not include a
water play area or a batting cage.
In order to provide water play in this park Council approved $110,000 in the 2003 Capital
Budget, Project 1.0. Number 5800-8610-03103.
In May 2000 Council approved up to $10,000 towards the design and construction of a
batting cage for the Courtice Parks Baseball and Softball Association. After the cost of
design a balance of approximately $5,000 remains. The Association still desires a
batting cage and they have agreed to fund the balance of the project cost. The
Robinson Ridge Park site is ideal for them because it will eventually include two ball
diamonds.
2.0 COMMENTS
Constructing the water play area and the batting cage in conjunction with the overall park
development will result in a lower cost for both features and less disruption to the site.
The developer included both features in his tender for the park development. The low
bid for the water play area in the developer's tender was $134,000. Staff advised the
developer that we can not exceed the approved Capital allocation of $110,000. The
developer is willing to proceed with water play and fund the difference.
The batting cage cost in the developer's tender is $47,300. There is approximately
$5,000 remaining from the approved Municipal contribution to the project. The Courtice.

Parks Baseball and Softball Association have requested some changes to the scope of
work but they are committed to funding the balance of the batting cage cost. They haye
requested that the Municipality coordinate the construction of the batting cage with the
park development. They are willing to pay the Municipality in advance of construction.
The Municipality would then reimburse the developer.
Payment to the developer would be made by the Municipality for both the water play
area and the batting cage upon completion of the work at certain milestones.
In order for the developer to construct the water play area and the batting cage for the
Municipality we must issue a Purchase Order to 289143 Ontario Ltd.
3.0 CONCLUSION
The Municipality has already approved the funding for the water play feature at
Robinson Ridge Neighbourhood Park in the 2003 Capital Budget. The batting cage is
an outstanding request of the Courtice Parks Baseball and Softball Association that can
be satisfied in this park as well. Including both projects with the developer's
construction of the park is logical from a cost and coordination perspective. Therefore,
it is recommended that the Purchasing By-Law #94-129, Section 5, Item 5.06 be waived
for this transaction.
