1. THAT Report EGD-19-03 be received; and
2. THAT the concept plan for Phase One of the Bowmanville Community Park be
approved.

1.0 BACKGROUND
1.1 In the 2003 Capital Budget, Council approved $170,000 for the design of Phase One of
the Bowmanville Community Park located at the South/East corner of Green Road and
Baseline Road. A key plan of the site is included as Attachment No.1. The site will be
a 30 hectare (75 acre) Community Park that will ultimately include facilities such as ball
fields, soccer fields, hard surface courts, playgrounds, and indoor recreation. The
Municipality currently owns 22 hectares of the site and is in the process of acquiring an
additional 8 hectares.
2.0 PUBLIC COMMENT
2.1 On May 21, 2003, a Public Information Centre was held in the Council Chambers to
obtain input on the Phase One development of the park. Phase One is proposed to
include four premium quality ball fields on land currently owned by the Municipality. The
Public Information Centre was advertised in the Canadian Statesman, and meeting
invitations were sent to potential users groups and adjacent residents.
The consultant on the project, TSH, prepared a concept plan for Phase One
development (Attachment No.2) which was displayed at the Public Open Information
Centre. In all, 10 members of the public attended and two provided written comment
sheets. A copy of the sign-in sheet and written comments are provided as Attachment
No.3.
The attendees' response was favourable to the concept plan. Most of the comments
were related to detailed design. During the detailed design stage the various ball user
groups will be invited to provide additional input on issues such as field dimensions,
infield surfaces, dugouts, backstops, washrooms, parking etc.

3.0 PROJECT STATUS
3.1 Phase One drawings of the park are conceptual only. During the detailed design stage
additional input from ball user groups will be obtained. Detailed design and a cost
estimate would be completed for consideration in the 2004 Capital Budget. If approved,
the project would be tendered for construction in 2004.
The second phase of the park development is currently included in the 2007 Capital
Forecast. That phase is proposed to include 3 soccer fields and one football/soccer
field.
4.0 CONCLUSION
4.1 As the Municipality grows the demand for additional outdoor recreation facilities
increases. Sail and soccer continue to be the most popular outdoor field sports. The
Bowmanville Community Park can accommodate both, however providing them in a
logical sequence is important.
In 2003 a new premium quality soccer field is to be constructed at the South Courtice
Community Park, with two additional fields in the future at the same site. There is also
a major soccer facility at Darlington.
There is a need for a ball facility that could be used to host tournaments and other major
events. It is recommended that Phase One of the Bowmanville Community Park, as
illustrated on the concept plan be approved.
