Sernas and Associates 1.3 Official Plan Amendment: To remove the Community Park designation from the northeast corner of Liberty Street and Concession Road 3 and replace it with an Urban Residential designation with a Medium Density symbol. The application also proposes to expand the Northglen Neighbourhood Planning Unit across Liberty Street to include these lands in the urban development limit to the year 2016, to increase the population target for the Northglen Neighbourhood from 3750 persons to 4200 persons, to amend Table 9-2 to allocate 1075 low density units and 195 medium density units for the Northglen Neighbourhood and to change all corresponding totals. 1.4 Site Area: 9.064 Hectares (23.7 acres) 2.0 LOCATION 2.1 The area subject to the application is located at the northeast corner of Liberty Street and Concession Road 3, Bowmanville (see Attachment 1). 3.0 BACKGROUND 3.1 On October 29, 2001 an application to amend the Clarington Official Plan was submitted by G.M. Sernas and Associates on behalf of Anglo York Industries. No supporting documentation was submitted with the application at that time and staff deemed the application incomplete. It was circulated on December 13, 2001 when the applicant submitted an Environmental Impact Study prepared in 1993. An application for a Plan of Subdivision was not submitted, however the applicant provided a conceptual plan showing the development potential for the lands. It included 60 single detached, 40 semi-detached/links and 47 townhouses, for a total of 147 units. 629 REPORT NO.: PSD.005-03 PAGE 3 3.2 On January 21,2002 a Public Meeting was held under Section 17 of the Planning Act. Area residents expressed concerns with the loss of future parkland and development of environmentally protected lands. 3.3 In Staff's review of the application, it was noted that both the Regional and Clarington Official Plans provide for additional residential lands to be designated only in the context of a comprehensive review of the local Official Plan. In addition, the designation of additional lands would need to be based on an analysis, which evaluates and demonstrates the need for designating additional lands. In addition, a sub-watershed study would be required as well as an updated EIS and a neighbourhood development plan. None of the above-noted material has been submitted to support the application. 4.0 COMMENTS 4.1 The lands have been sold to Queensgate Homes Inc. On December 12, 2002 Staff met with the proponent of Queensgate Homes and their solicitor to discuss the studies required to evaluate development of these lands and the timing for development. Opportunities to relocate the Community Park on other portions of the property was also discussed. The meeting was exploratory in nature and Queensgate Homes do not have any development concepts in mind at this time. They have agreed to closing this Official Plan Amendment Application. 5.0 RECOMMENDATIONS 5.1 It is recommended that the Official Plan Amendment Application COPA 2001-003 be CLOSED.
