PARKING ON OLD SCUGOG ROAD AND BOUNDARY ROAD, BURKETON
AND PARKING ON WILCOX ROAD, FORMER CLARKE TOWNSHIP
RECOMMENDATIONS:
It is respectfully recommended to Council the following:
1. THAT Report EGD-15-03 be received;
2. THAT "No Parking" signs along both sides of Old Scugog Road from Boundary Road,
Burketon, southerly to the C.P. Railway tracks be formally approved;
3. THAT having received support from the Township of Scugog on May 5, 2003, the
erection of "No Parking" signs on both sides of Boundary Road from Regional Road 57
to the western end of Boundary Road (Boundary Road with Township of Scugog in
Burketon), be formally approved;
4. THAT "No Parking" signs be formally approved and installed on both sides of Wilcox
Road from Highway 115 to the eastern end of Wilcox Road in the former Clarke
Township;
5. THAT the proposed by-law attached to Report EGD-15-03 be approved; and

1.0 BACKGROUND
The Municipality, with the approval of the recommendations in Report EGD-12-03,
approved the creation of "No Parking Zones in Principle" in Burketon. The report
proposed creating a "No Parking" area along Old Scugog Road and Boundary Road to
resolve safety concerns associated with visibility problems and interference with snow
removal. In accordance with the Boundary Road Agreement, Clarington Council was
waiting for a response from the Township of Scugog for comments on the Boundary
Road proposal before formal approval of the parking by-law.
1.1 The Municipality of Clarington has also been faced with parking issues on Wilcox Road
in former Clarke Township.
1.2 Based on a verbal agreement with Larry Postill, Director of Public Works, from the
Township of Scugog, most of the signs have already been installed on Boundary Road
and are enforceable. The remainder of the signs will be installed after locates have been
completed.
2.0 COMMENT
2.1 Burketon Parking issues
The Township of Scugog, at a meeting held on May 5, 2003, gave approval for the
proposed introduction of "No Parking" signs on both sides of the Boundary Road. This
approval allows Clarington to officially pass a by-law to introduce the parking restrictions
into the schedules of Traffic By-law 91-58.
2.2 Wilcox Road Parking Issues
Council has been dealing with ongoing safety issues on Wilcox Road for a number of
years. To address some of the on-street safety issues it is recommended that "No
Parking" signs be introduced on both sides of Wilcox Road from Highway 115 to the
easterly end of Wilcox Road. This municipal "No Parking" signing will not extend onto
the private roadway sections.

BY-LAW 2003-
Being a By-law to amend By-law 91-58. as amended. being a By-law
to Regulate Traffic on Highways, Municipal and Private Properly in
the Municipality of Clarington.
WHEREAS the Council of the Corporation of the Municipality of Clarington deems It desirable to
amend By-law 91-58;
NOW THEREFORE the Council of the Corporation of the Municipality of Clarington hereby
enacts as follows:
1) Schedule II "NO PARKING" of By-law 91-58 is amended by:
A) Adding the following reference:
