NEW BOWMANVILLE LIBRARY
RECOMMENDA nONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report EGO-08-03 be received;
2, THAT On-Street Parking For Disabled Persons Schedule XXIX, of Traffic By-law 91-58
be amended to provide two (2) additional on-street disabled parking spaces be located
on the south side of Church Street at the entrance to the new Bowmanville Library to
better serve the disabled public;
3. THAT the Reserved On-street Parking Schedule IV, and the Loading Zones Schedule
X, of Traffic By-law 91-58 be amended to establish improved locations on Church
Street; and
4. THAT the by-law attached to Report EGD-08-03 be approved by Council.

1.0 BACKGROUND
1.1 The construction of the new Bowmanville Library and Municipal Administrative Centre
expansion has necessitated some changes which will better serve the disabled public
and the loading zone area for the new building.
2.0 COMMENTS
2.1 Disabled Parking
To provide improved disabled persons access to the New Bowmanville Library, two (2)
disabled parking spaces are being proposed directly in front of the Library main doors on
Church Street. This area has a depressed curb located between the two spaces to
provide easy access. The two disabled parking spaces which had been moved from
Church Street to the west side of Temperance Street during construction on a temporary
basis would now remain on Temperance Street due to public support. If approved. this
will provide a total of four (4) on-street disabled parking spaces near the Municipal
Administrative Centre and Bowmanville Library building.
2.2 Reserved On-street Parking
The Reserved on-street parking space designated for the Mayor of Clarington was
temporarily moved from Church Street to Temperance Street due to construction but
should now be relocated back to Church Street. The parking space on the west side of
Temperance Street, temporarily used by the Mayor, would now return to a metered
parking for use by the general public.
2.3 Loading Zone
The loading zone on Church Street would now be relocated to the west end of the
building for easy access to the new ground level delivery doors. This area also has a
depressed curb to permit easy access of dollies or carts between the delivery vehicles
and the building.

Being a By-law to amend By-law 91-58, as amended, being a By-
law to Regulate Traffic on Highways. Municipal and Private Property
in the Municipality of Clarington.
WHEREAS the Council of the Corporation of the Municipality of Clarington deems it desirable to
amend By-law 91-58;
NOW THEREFORE the Council of the Corporation of the Municipality of Clarington hereby
enacts as follows:
