HomeMy WebLinkAboutPD-58-86 TOWN OF NEWCASTLE REPORT File # i� Res. # �¢ -�• By-Law # (STING: General Purpose and Administration Committee DATE: March 3, 1986 REPORT #: PD-58-86 FILE #: PLN 3.2.1 SUBJECT: CITY OF OSHAWA DRAFT OFFICIAL PLAN FILE: PLN 3.2.1 RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-58-86 be received; and 2. THAT the Ministry of Municipal Affairs be advised that the Town of Newcastle has no objection to the City of Oshawa Official Plan; and 3. THAT a copy of this Report and Council ' s decision be forwarded to the Ministry of Municipal Affairs, the Region of Durham, and the City of Oshawa. BACKGROUND: On January 13, 1986, the Town received from the Ministry of Municipal Affairs and Housing a copy of the City of Oshawa Official Plan, along with a request for comments. The Official Plan was approved by the Region of Durham on November 20, 1985. The Town has previously provided comments to the City of Oshawa and the Region of Durham on the draft Official Plan. On February 4, 1985, Committee considered Staff Report PD-27-85. In the report, Staff indicated a concern with the residential and deferred development designations given to lands included within Special Study Area #8 in the . . .2 NO REPORT NO. : PD-58-86 Page 2 vicinity of Taunton Road and Townline Road. Staff' s position was that the designation of additional lands for residential development was premature in light of servicing commitments made within other areas of the Region including the Town of Newcastle. As well , Staff were concerned that the designation of further residential lands in Oshawa could delay the development of lands within Newcastle which are already serviced or to which services are committed. Staff recommended in their Report that the City of Oshawa be advised that the Town had no objection to the draft Official Plan subject to the resolution of the Town' s concerns in respect of the designations of those lands within Special Study Area #8. Committee resolved (Resolution #GPA-83-85) to adopt the recommendations in the Report. Staff subsequently met with the City of Oshawa Planning Staff to discuss the Town' s concerns with respect to Special Study Area #8. As a result of these discussions, Staff advised Committee in Staff Report PD-68-85 that the development of the area south of Taunton Road and the designation of the area north of Taunton Road for Deferred Development would not adversely j impact upon potential for residential growth within the Town of Newcastle. Staff also noted that the development of Study Area #8 represented a reasonable extension of existing development within the City of Oshawa and given the restrictions of the airport in the west end, was one of the few logical areas available for urban development within the City. Staff recommended in the report that the City of Oshawa be advised that the Town' s concerns in respect of the residential and deferred designations of those lands currently included within Special Study Area #8 have been resolved. However, Committee resolved (Resolution #GPA-277-85) to refer the matter back to Staff for further information. Staff obtained further information from the City of Oshawa with respect to the development of Special Study Area #8 and in Staff Report PD-128-85 considered by Committee on September 16, 1985, reiterated the recommendation that the City of Oshawa be advised that the Town' s concerns with respect to the development of the lands within Special Study Area #8 have been resolved. . . .3 1I--)� C i\ = REPORT NO. : PD-58-86 Page 3 As well , Staff recommended that the Region of Durham be advised that the Town had no other concerns or objections regarding the implementation of the draft Official Plan. Committee resolved (Resolution #GPA-568-85) to adopt the recommendations in the Report. As indicated earlier in this Report, Regional Council approved the City of Oshawa Official Plan on November 20, 1985. Amendment No. 140 to the Durham Regional Official Plan was approved at that time; the effect of this amendment was to remove the area south of Taunton Road within the City of Oshawa from Special Study Area #8 and to redesignate those lands to i "Residential Major Open Space" . The area north of Taunton Road within Oshawa remains within Special Study Area #8. On January 15, 1986, Regional Council adopted Amendment No. 141 to the Regional Official Plan. Through this amendment, those lands covered by Special Study Area #8 within the Town of Newcastle were given landuse designations consistent with those of abutting lands, thereby deleting the Special Study Area from the lands within the Town of Newcastle. The amendment also revised Section 14.2.16 of the text by reducing to 20,000 the population allocation for Special Study Area #8, reflecting the reduced area of this Special Study Area. COMMENT: Staff have reviewed the Official Plan and note that the only significant change from the plans previously reviewed by Staff involved the boundaries of Special Study Area #8. As indicated previously in this Report, the area south of Taunton Road which was previously within the Study Area is now designated "Residential Major Open Space". The area north of Taunton Road, which was designated for "Deferred Development" in previous drafts , remains within the Special Study Area. The text of the Official Plan does not make reference to Special Study Area #8. Rather the policies of the Durham Regional Official Plan in respect of this area apply. The text of the Official Plan has been revised, however, to delete Section 2.8.1.6 which . . .4 1 � CAS REPORT NO. : PD-58-86 Page 4 deals with the deferred designation. A minor schedule change involves es redesignation of lands between Highway 401 and Wentworth Street East in the vicinity of Townline Road to "Major Open Space". A portion of this land was previously designated "Industrial ". As well , the Oshawa Second Marsh which was previously designated as "Open Space and Recreational " has been designated as "Deferred" in accordance with the Regional Official Plan. i Staff note 'that policies as outlined by Section 2.4.4.2 of the Official Plan with respect to the buffering of Darlington Provincial Park from adjacent industrial uses in Oshawa, remain in place.
