That Report PD-136-85 be received for information. BACKGROUND AND COMMENT: On September 12, 1985, Staff attended a meeting of the Go Transit Co-ordinating Committee for a briefing of the current status of the project. At that time, Staff were formally made aware of a change in the proposal to extend transit service to the City of I Oshawa. This change involves the abandoning of an Articulated Light Rail Transit system in favour of conventional rail transit. This change in direction was apparently approved by the prior Provincial Government and has, in Staff's opinion, a number of implications to the Town of Newcastle. In the first instance, additional delay will be experienced in that Go Transit must now re-evaluate its options with respect to extending transit service to Harmony Road. This involves re-evaluation and updating of the Environmental Impact Assessment . . .2 i REPORT NO. : PO-136-85 Page 2 for that section of the project between Stevenson Road and Harmony Road in Oshawa which is necessary due to the increased noise and vibration levels that would be experienced with conventional rail systems and as required by regulations, all alternative routes must be examined. Go Transit has advised Staff that meetings are under way with CP and CN Rail to ascertain any limitations to be imposed upon their corridors as well as the feasibility of utilizing these corridors for an extension of Go Transit. These to factors have the potential of adding another year to the process depending upon the extent of the re-evaluation required. Staff were also advised at that time that the timing for completion of the Whitby/Oshawa section is extremely uncertain and would be directly related to the availability of funding from the new Provincial Government. It was indicated that there is no commitment yet given to the funding of this section of the project, although the present Government does support the extension. The net result is that the Province will only be proceeding with construction of the Pickering/Whitby section, to be completed by 1988, with the Whitby/Brock Road Station forming the interim terminus for the system. i At such time as further information with respect to timing of the project and Provincial commitments, relative to funding, are available, Staff will provide a further report to the Committee. i Respect mitted, I T.T. awards, M.C.I .P.
