HONOUR VOLUNTEER DISPLAY MURAL
Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report OPD-006-03 be received;
2. THAT the recommendations contained in this report be approved;
3. THAT a letter of thanks be sent to John and Lorraine Greenfield for their hard
work in preparing the Book of Honour, and
4. THAT Branch 178, Royal Canadian Legion be advised of Council direction.

BACKGROUND AND COMMENT:
Council at their meeting of April 2, 2001 directed staff to investigate and report back
to Council on the placement of an Honour Volunteer Display Mural to be erected on
the southeast wall of the Municipal Administrative Centre with the names of each
veteran listed. And furthermore Branch 178, Royal Canadian Legion, Bowmanville
be invited to assist with research of veteran names, the preparation of the mural and
the publication of the booklet.
Staff has met with various manufacturers and several members of the Royal
Canadian Legion, Branch 178 in an effort to determine the most effective way to
recognize our veterans from the Municipality of Clarington.
To individually recognize the veterans on an appropriate mural or wall poses many
challenges. There are 3,000 volunteers from the Municipality of Clarington that have
served their country. If one name is missed, on either a mural or a wall plaque, the
follow up for inclusion afterwards, is difficult and the sequence falls out of order. The
most effective way is to have a display that could be changed easily if names
needed to be added.
A Book of Service is therefore being recommended which could contain information
prepared, researched and compiled by John and Lorraine Greenfield of
Bowmanville. Over 3003 volunteers are found in the book from the Battle of
Waterloo, Boer War, Fenian Raid, Korean, Northwest Rebellion, Peninsula War,
World War I to World War II. The Book of Service is broken down by Town, Village
and Hamlet for each war for easy reference. This is the only document in the
Municipality that contains the list of all of Clarington's men and women who served
their country.
As part of the implementation process, an open invitation to the Public will be made
to review the book and ensure that their family members are recognized.

RECOMMENDATIONS:
The following is recommended for Council's consideration:
1. One central plaque to be erected in the Municipal Administrative
Centre/Library corridor recognizing all those who served their country.
The suggested wording would read as follows:
"In recognition and in appreciation for all those residents of the Municipality of
Clarington who joined with others in the defense of freedom."
2. A Book of Service to be displayed prominently in the Municipal Administrative
Centre that would include the names of all veterans who have served from
Clarington.
3. That a dedication be coordinated at the Council meeting of Monday, October
20,2003 to recognize these volunteers in cooperation with the Royal
Canadian Legion Branch 178.
