SUBJECT: APPLICATION TO AMEND DURHAM REGIONAL OFFICIAL PLAN -
RESIDENTIAL DENSITIES IN MAIN AND SUB-CENTRAL AREAS

RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . That Report PD-109-85 be received; and
2. That the Region of Durham be advised that the Town of
Newcastle has no objection to Official Plan Amendment
Application 83-32/D to permit a range of residential
densities in Main and Sub-Central Areas.
3. That a copy of Staff Report PD-109-85 and Council ' s
decision be forwarded to the Region of Durham.

BACKGROUND AND COMMENT:
On May 27, 1985, the Town of Newcastle was advised by the Region of
Durham of an application for a general amendment to the Durham
Regional Official Plan. This proposed amendment, which was
initiated by the Town of Pickering, would permit a range of
residential densities within Main and Sub-Central Areas provided
that the Council of the respective area municipality has prepared
and adopted a comprehensive urban design scheme and appropriate
provisions have been included in the district plan. The proposed
* amendment is attached to this Report as Attachment No. 1 .
The Regional Official Plan (Section 8.2.2.6) permits residential
development in Main and Sub-Central Areas ; however, such
residential uses must be either part of a building containing a
non-residential component, or as an apartment building. In both
cases, the floor space index of the subject building must approach
the maximum limits of the allowable floor space index as defined by
-the Official Plan. This provision permits only medium and high
density residential development in Main and Sub-Central Areas.
These policies are also reflected in the Bowmanville and Newcastle
Village Official Plans (Sections 2.5.2i )e).
The proposed Official Plan Amendment would permit residential uses
in Main and Sub-Central Areas ranging in density from low to high.
It would also permit a local municipality to approve residential
development which is not developed as an apartment building or not
part of a building with a non-residential component. The
requirement for the adoption of a comprehensive urban design scheme
and appropriate provisions in the district plan prior to approving
a variation in residnetial densities permits the local municipality
to exercise control over the location of such residential uses
within the Central Area and the form in which such uses may

develop.
Staff have no objection to the proposed amendment inasmuch as it
provides local municipalities with greater flexibility in the
determination of appropriate land uses within Main and Sub-Central
Areas. Staff however, have not had the opportunity to thoroughly
review the possibility of amendments to the Bowmanville and
Newcastle Village Urban Area Plans or the development of
comprehensive design schemes for the two Main Central Areas . These
possibilities can be more thoroughly investigated at a future date
and, if deemed appropriate at that time, the appropriate amendments
and/or planning studies can be submitted to Council for
consideration.
It is therefore recommended that the Region of Durham be advised
that the Town of Newcastle has no objection to Official Plan
Amendment Application 83-32/D.

APPENDIX II TO COMMISSIONER'S REPORT NO. 85- 96
PROPOSED AMENDMENT TO THE DURHAM REGIONAL OFFICIAL PLAN
PURPOSE: The purpose of this Amendment is to permit a range of
residential densities in Main and Sub-Central Areas subject to
the incorporation of appropriate policies by the respective area
municipal Council in a district plan.
PROPOSED The Durham Regional Official Plan is hereby amended as follows:
AMENDMENT:
i ) by adding the following sub-section f) to Section 8.2.2.6:
"f) A range of residential densities provided that the
Council of the respective area municipality has
prepared and adopted a comprehensive urban design
scheme and appropriate provisions have been included in
a district plan."
