REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING

SUBJECT: APPLICATION FOR A TEMPORARY USE OF A KENNEL
SOL AND JOAN FALCHUK
PART LOT 20, CONC. 10, PART 1 ON PLAN 1OR-549
FORMER TWP. OF DARLINGTON - OUR FILE: DEV 85-28
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . That Report PD-148-85 be received; and
2. That Staff's actions in requesting a modification to
the Town's Official Plan be endorsed; and
3. That the application submitted by Sol and Joan Falchuk
to allow a temporary use of land for a kennel on a
2.03 hectare (5.04 acre) parcel of land in Part of Lot
20, Concession 10, Part 1 on Plan 10R-549, former
Township of Darlington, be received and referred to
Staff for processing and a subsequent report and
public hearing.

BACKGROUND:
On October 3, 1985, the Planning Department received an application
submitted by Sol and Joan Falchuk to permit a temporary use of a
kennel on a 2.03 hectare (5.04 acre) parcel of land located in Part
of Lot 20, Concession 10, Part 1 on Plan 1OR-549, former Township
* of Darlington (see attached) .
The application has been circulated to various agencies and Town
* departments for their comments, and attached is a copy of the
circulation letter and key plan for Council ' s information.
Staff note that in order to utilize the temporary use provisions of
the Planning Act, an appropriate policy must be included in the
Town' s Official Plan. Accordingly, Staff have requested a minor
modification to the Town's proposed Official Plan amendment to
incorporate the necessary provision. This modification would also
facilitate use of "temporary use" by-laws in other similar
situations.
It is recommended that the application be received for information
and referred back to Staff for a subsequent report. At such time
as the necessary circulation has been completed, Staff shall
schedule this application for a public meeting of the General
Purpose and Administration Committee pursuant to the requirements
of the Planning Act.

procedure for processing applications, wishes to obtain your comments before
submitting its recommendations to the Town of Newcastle General Purpose and
Administration Committee.
