SUBJECT: PROPOSED REDLINE REVISION TO DRAFT APPROVED
PLAN OF SUBDIVISION 18T-19720
FOSTER CREEK DEVELOPMENTS
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . That Report PD-151-85 be received; and
2. That the proposed revision to draft approved Plan of
* Subdivision 18T-19720 (copy attached) , be approved
and the Regional Municipality of Durham and the
Ministry of Housing be so advised; and
3. That Staff prepare any necessary amendments to the
Subdivision Agreement in respect of Plan 18T-19720
to give effect to the proposed revisions; and
4. That the Mayor and Clerk are hereby authorized to
execute on behalf of the Town, said amendment
pursuant to By-law 85-26, being a by-law to
authorize execution of an agreement between Foster
Creek Developments Limited and the Town of
Newcastle.

BACKGROUND AND COMMENT:
On October 10, 1985 Staff met with Mr. Ed Vanhaverbeke, a
principal of Foster Creek Developments, with respect to a
proposed Plan of Subdivision located in Newcastle Village between
Highway No. 2 and Sunset Boulevard, west of the Foster Creek.
This proposed plan abuts two (2) draft approved plans of
subdivision 18T-19720 and 18T-84011. Said proposed plan of
subdivision also incorporates certain revisions to draft approved
plan 18T-19720 as it relates to proposed park and open space
blocks. The proposed revisions are consistent with comments
received from the Community Services Department as part of the
review process for Plan 18T-84011 and the conceptual
Neighbourhood Plan. The revisions involve a re-alignment of open
space areas and lots in order to create a more functional park
block. Staff have included, for Committee' s information, a
sketch of the proposed revisions to illustrate, for the
Committee, the effects of such changes. Staff note that the
overall parkland dedication will not be reduced by the changes
since a further dedication of land and/or cash contributions will
be required from abutting lands also owned by the developer.
Staff are satisfied that the proposed revision complies with the
intent of the Official Plan and the Neighbourhood Concept Plan,
and would have no objection to the approval of such revisions.
