RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-170-85 be received; and
2. THAT the application submitted by Barrie Welch to permit the use of a kennel and
its expansion on a 17.6 acre parcel of land in Part of Lot 1, Concession 7,
former Township of Clarke, be received and referred to Staff for processing and a
subsequent report and public hearing.
BACKGROUND AND COMMENT:
On October 24, 1985 the Planning Department received an application submitted by Barrie
J . Welch for a rezoning to permit the conforming use and expansion of a licenced kennel
on a 17.6 acare parcel of land in Part of Lot 1, Concession 7, former Township of
Clarke.
The application has been circulated to various agencies and Town Departments for their
* comments and attached is a copy of the circulation letter and key map for Council 's
information.

The Town of Newcastle Planning and Development Committee is considering an
application for an amendment to Zoning By-law #84-63 and, pursuant to its procedure
for processing applications, wishes to obtain your comments before submitting its
recommendations to the Town of Newcastle General Purpose and Administration
Committee for the meeting.
The application is summarized as follows:

9. Proposed Use and Description of Applicant's Project: to expand the kennel
operation to twenty (20) indoor and outdoor kennels
