THAT Report PD-178-85 be received for information. 2. THAT an expenditure of ± Five Hundred Dollars ($500.00) be authorized for a flag prototype and the monies be drawn from the Receptions and Tributes account (7007-235-X-5) . BACKGROUND AND COMMENTS: On September 23, 1985, the Council of the Town of Newcastle approved the recommendations of Mayor's Report 19-85 with respect to adoption of an official flag for the Town of Newcastle. By-law 85-112, being a by-law to adopt an official flag for the Town of Newcastle, was tabled at second reading until a prototype of the flag is presented for Council approval . Subsequently, a preliminary investigation of the cost of producing the flag has been investigated. To produce a single prototype, as requested by Council , would cost approximately Five Hundred Dollars ($500.00) and would result in a single high quality . . . .2 REPORT NO. : PD-178-85 Page 2 cloth flag. If acceptable there are then two (2) methods of production. The first method is more suitable for long term use in that it provides an original which can be utilized for the production purposes for up to twenty (20) years. These costs would be in the order of Fifteen Hundred Dollars ($1,500.00) to Nineteen Hundred Dollars ($1,900.00) to produce the original artwork with a per unit cost starting at Thirty-four Dollars ($34.00) for twenty (20) and decreasing as quantities ordered increase. The second alternative, while less costly initially at One Thousand Dollars ($1,000.00) for an original , has higher production costs per flag and would not allow for long term production of the flag. Staff were advised by the flag manufacturer that costs starting at One Hundred and Twenty-five Dollars ($125.00) per flag for twenty (20) , could be substantially reduced by simplifying the flag design and reducing the number of colours involved. As an example, a four colour flag would have first time artwork cost in the range of Seven to Eight Hundred Dollars ($700.00 to $800.00). In addition to the full size flag production, it is possible to have desk top flags produced measuring 6" x 10" and the cost for these decreases inversely with the number of flags ordered. As an example, a minimum order of One Thousand (1000) desk top would cost between Two Dollars and Fifty Cents and Three Dollars ($2.50 and $3.00) each. We are advised, however, that given the complexity of the flag design, it may not be possible to produce a good quality image and the final product may not be very satisfactory. We note for the information of the Committee that, given the present flag design and the usual method of flag production, silk screening on nylon, the Town name would appear in reverse on one side as would the motto inscribed above the Town crest. The only method of overcoming this problem is to produce a cloth flag which would be double faced in order to present the crest and the Town name without a reverse image. Given the higher cost and the recommendations of the flag manufacturer, the Staff do not feel that this would be a practical solution. The only other alternative would be to eliminate the municipality's name and any other printing presently contained within the Town crest. . . .3 REPORT NO. : PD-178-85 Page 3 In view of the proposed cost of producing the necessary art work to permit production of a prototype and in view of the fact that these costs would be non-recoverable if Council is not satisfied with the prototype, prior to authorizing any work to be commenced, Staff would request a specific Council directive to authorize the expenditure and to identify an appropriate account from which these monies would be drawn.
