COUNCIL MINUTES.
The regular meeting of Bowmanville Town Council convened at
8:00 p..m. on Monday December 7, 1964 in the Council Chambers,
Town Hall "ith His Worship Mayor Ivan M. Hobbs in the Chair.
All members present.

THAT the minutes of the meetings held Monday November 16th,
1964 and Tuesday November 24th, 1964, be received and adopted.

PETITIONS & DEPUTATIONS:
A petition was received representing some 380 residents in
the South Ward expressing their displeasure with an objection-
able smell eminating from the Goodyear Tire and Rubber Reclaim
Plant and requested the Council to take whatever steps possible
to solve the situation.
Moved by Con. Hughes, seconded by Con. Hooper.
THAT the petition received December 7th, 1964 respecting the
smell from the Goodyear Tire & Rubber Reclaim Plant be received
and referred to the Industrial Committee for report.

COMMUNICATIONS:
1. D. M. A. Community Planning Branch:
"This Branch has obtained selected information on 8. traffic data
zone basis for the Metropolitan Toronto and Region Transportation
Study. This included the number of households, population and
employment.
The assembly of this data was based on field work including in-
terviews and meetings with local officials, industrial represent-
atives and others.
This data will be used in conjunction with the results of a
recent home-interview survey to construct a mathematical model
which should reproduce traffic movements. The model will later
be used for further prediction purposes and should assist the
Study in its recommendations as to transportation policy for
the area, Hamilton - Barrie - Oshawa.
The existing data that has been cOllected for your municipality
is forwarded to you with an accompanying location map for your
information.
This information is also being 'sent to the Planning Board.
We would appreciate hearing any comments which you may have on
the above."

respecting their Community Characteristics, Metropolitan Toronto
and Region Transportation Study, dated November 25, 1964 be re-
ceived and filed for future reference.

2. Ontario Municipal Board:
A letter was received from the Ontario Municipal Board approv-
ing By-law No. 1926 respecting the construction of a sidewalk
on Ontario Street under the provisions of the Local Improve-
ment Act.
Moved by Deputy Reeve Stevens, seconded by Reeve Little.
THAT the approval of the Ontario Municipal Board respecting tbe
construction of a sidewalk on Ontario Street be received and
filed.

3. Canadian Mental Health Association:
A letter was received from the Canadian Mental Health Associa-
tion asking that Council consider a grant to their organization
from the 1965 Budget.
Moved by Deputy Reeve Stevens, seconded by Con. Chant.
THAT the letter from the Canadian Mental Health Association,
dated December 1964, be received and referred to the 1965
Finance Committee.

THAT the report of the Roads and Streets Department for the
period ending October 31, 1964, be received and adopted.
It was moved in amendment by Deputy Reeve Stevens, seconded
by Con. Hooper.
THAT the section dealing with the Dump in the Roads and Streets
Department be deleted and that the report so amended be adopted.

The original motion as amended was then put and CARRIED.

THAT the Roads and Streets Committee members familiarize them-
selves with the Dump Expenditure breakdown prepared by the Clerk
so that they may answer questions in this respect at the next
regular session.

THAT the reports of the Police Department for the months of
October and November, 1964, be received and adopted.

4. Local Improvements:
The approval of the O.M.B..has been received for the Ontario
Street sidewalk, however, further approvals for other local
improvements are awaited before further consideration is to be
given.
5. Industrial Agreement:
The Clerk reported progress in this matter.
6. S. R. James Matter:
Moved by Deputy Reeve Stevens, seconded by Con. Hughes.
THAT the Roads & Streets Department be authorized to repair
this drain subject to necessary permission being granted by
the owner.

7. Construction Safety Officer!
This item is to be left on the agenda for the consideration of
Council in the new year.
e. Centennial Project:
The Clerk presented the following letter received in answer to
his inquiry as to the eligibility of the Works Garage as a
Centennial project:
llThis will acknowledge receipt of your letter of November 25th
addressed to I~. M. D. Trewin, Director of Municipal Subsidies.
In the past few months a number of submissions involving the
construction of works garages have been rejected as not being
suitable centennial projects. As a Works Department Building
would appear to fall under the same category it is unlikely
that it would be considered an eligible project under the
programme. 'I
This matter to be left on the agenda for further consideration.
9. Dog Control:
Con. Hughes, who had served notice to sponsor a motion as
indicated in the November 16th, minutes, indicated that because
of advice he had received from Dr. Hendry; that he wished to
withdraw his notice.
Moved by Con. Hooper, seconded by Deputy Reeve Stevens.
THAT the Dog Control Committee be instructed to investigate and
report on the feasability of amending the Towns Dog Control By-
law to require the production of a rabies certificate before
the issuance of a dog license.

10. County Matters:
Proposed Park:
Deputy Reeve Stevens reported that a special Committee of County

Council was considering a park program for the property at
the Counties Building. He advised that a Architect Gardener
had been engaged to st~dy this matter, who had suggested an
estimated cost of some ~54,OOO.00 for this project. He ind-
icated that he was opposed to this project for various reasons
and asked that Council indicate their feelings in this respect.
Moved by Con. Hughes, seconded by Con. Hooperl
THAT we express our strenuous objection to the County Council's
proposed park project.

Central Jail:
The Deputy Reeve also reported that consideration was being
given to the erection and establishment of an area jail for
the Counties of Peterboro, Victoria and Northumberland &
Durham. He explained that because this matter is in the pre-
liminary discussion stage that he would report further at a
later date.
County Roads:
It was also reported by Deputy Reeve Stevens that Consultants
have been hired by the Counties to prepare a need study in
respect to County Roads. He suggested that future County re-
presentatives watch closely Road Budgets. .
11. Sub-division Committee:
As a result of the Board of Works Committee report the Mayor
appoin~ed the following committee to review the Sub-division
agreement:

12. Magazine Subscriptions:
Moved by Deputy rleeve Stevens, seconded by Con. Chant.
THAT we cancel the .ICivic Administration" subscription and that
we renew our subscriptions to the "Municipal Worldtl.

13. Christmas Greetings:
His Worship the Mayor expressed seasons greetings to the
Members of Council and the Press.
IX ADJOURNMENT:
The meeting adjourned at 9:10 p.m. on motion of Con. Hughes,
seconded by Reeve Little.
