SUBJECT: PRELIMINARY SERVICING STUDY - SPECIAL STUDY AREA NO. 11,
COURTICE INDUSTRIAL PARK AND ONTARIO HYDRO INDUSTRIAL PARK

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
I
1. THAT Report PD-202-88 be received; and
2. THAT Staff be authorized to prepare the Terms of Reference and select a
consultant to undertake a Preliminary Servicing Study to determine the
feasibility of extending the sanitary sewer and water supply services to
Special Study Area No. 11, the Courtice Industrial Park and the lands
identified by the Darlington Energy Park Task Force for industrial use; and
I
3. THAT Council request the Ontario Hydro Liaison Committee to provide the
necessary funds to a maximum of $30,000. for the Servicing Feasibility
Study from the Community Impact Agreement Station "A" Account of the
Agreement between Ontario Hydro and the Corporation of the Town of
Newcastle, dated March, 1977, in accordance with the Intent of such
Agreement; and
4. THAT the Region of Durham be so advised and forwarded a copy of Report
PD-202-88.

l. BACKGROUND
1.1 On July 25, 1988, Council directed Staff to embark on a Planning Study to
determine the appropriate laud oaea for Special Study Area 0o. II. An
integral component of the Study will be to determine the feasibility of
serving the Study Area with municipal sanitary sewer and water services.
Staff have discussed the preparation of such a servicing feasibility study
with Regional Works Staff who have indicated that they are presently not
able to conduct such a study due to lack of staff. In order to determine
the feasibility of servicing Special Study Area 0o. ll, it will be
necessary for the Town to retain the services of an Engineering Consulting
firm.
1.2 On October 3, 1988, the General Purpose and Administration Committee, by
resolution, directed Planning Staff to undertake a review of the servicing
requirements oIuug Baseline Road (Cnuctioe Industrial Park) .
1.3 On June IO, 1988, the Ontario Hydro Liaison Committee received the Final
Report of the Darlington Energy Park Task Force. The Ontario Hydro Liaison
Committee resolved not to pursue the Energy Pack concept at that time. The
Committee also tabled a resolution to proceed with the development of
approximately 1.20 acres of the Ontario Hydro Darlington site lands as o

fully-serviced prestige industrial park and that funds from the Community
`
Impact Fund be approved for the preparation of an implementation strategy.
2. SERVICING FEASIBILITY STUDY
2.1 In response to the Town's request regarding the extension of services to
Special Study Area No. Il' the firm of Totten, Sims, 8obicki Associates has
advised Regional Works Staff that the estimated cost of completing a
preliminary servicing study would be ¢I0,000. (see attached letter) . The |
Study would examine the feasibility and costs of extending sanitary sewers
and watecmaino to the Special Study Area, including servicing from both the |
Darlington and Harmony Creek Water Pollution Control Plants. The study

would not address the layout or costa for the internal services within the |
Study Area as these will be dependent opuu the road configuration evolving
from the planning pcuoeoa. /

2.3 Based on the coat estimates provided by Totten, Sims, 8ubioki
Associates, it is Staff's opinion that, for a total coat of
approximately $30,000. ^ e Preliminary Servicing Study could be
undertaken to include Special Study Area 0o. II, the Courtine
Industrial Park, and the proposed Ontario Hydro Industrial Pack.
Given that the road pattern has been determined in the Courtice
Industrial Pack, more detailing could be provided for that area.
2.3 Staff however, would be interested in obtaining cost estimates
for the study from various consulting firms prior to finalizing the
selection of a consultant.

2.4 The Town could either retain the Consultant directly, or indirectly by
paying the Region to hire the consultant. It is suggested that the
former alternative would be preferable, since the Town has initiated
these studies. Nevertheless, given that it is the Bagimo'o
responsibility for sanitary sewer and water services, a close
co-ordination with Regional Works and Planning Departments is both
desirable and essential.
3.5 The Ontario Hydro Community Impact Fund, Account 'A' , was set op to
fund such works as municipal sewer and wetermaiu extensions and road

and bridge improvements. Iuaomoob as the subject study would
investigate the feasibility of extending municipal services to a number
of areas in proximity to the Darlington Nuclear Generating Station and
including the 120 acre Hydro property, it is therefore recommended that
Council request Ontario Hydro to provide the necessary financial
commitment from Account "&' to fund the Preliminary Servicing Study for
the areas indicated by the attached map.

Re: Preliminary Servicing Report
Special Study Area 11
Town of Newcastle
Dear Sir:
Reference is made to our meeting of August 11, 1988, wherein
sanitary sewer and water servicing of Special Study Area 11 in
the Town of Newcastle was discussed.
Special Study Area number 11 is located in the Town of
Newcastle and is generally bounded by:
- Darlington Provincial Park to the west;
- Solina Road to the east;
- Highway 401 to the north; and
-' Lake Ontario to the south. I

This area is outside the present urban service area boundary
i and has no sanitary sewers or watermains within or abutting the
site.
Totten Sims Hubicki Associates have been requested to prepare a
preliminary servicing study to examine the feasibility and
costs of extending sanitary sewers and watermains to this area
from -existing municipal sewage and water systems as part of a
planning study currently being undertaken by the Town. The
study will not address the layout or costs for the internal
! services within the study area as those will be dependent upon
the road configuration evolving from the planning process.

ire study will examine the various options available to service
Special Study Area 11 , including servicing from both the
Darlington and Harmony Creek Water Pollution Control Plants . A
report will be prepared to assist the Town with its planning
study. As the servicing study only examines the feasibility of
extending the sewer and water services, as opposed to
undertaking actual design and construction, strict adherence to
the environmental assessment process as outlined in the MEA
Class EA document will not be required.
The estimated cost to complete this preliminary servicing study
is $10, 000. A preliminary copy of the servicing report will be
available for review within six weeks of receipt of
authorization to proceed.
We would be pleased to review this information further and to
provide additional detail at your request.
