(WILMOT CREEK) PART LOT 3, BROKEN FRONT CONCESSION, FORMER TWP. OF DARLINGTON FILES: DEV 88-72 AND OPA 88-50/D RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-203-88 be received; and 2. THAT the applications for Official Plan Amendment - File: OPA 88-50/D and Zoning By-law Amendment - File: DEV 88-72, submitted by Ridge Pine Park Inc. to maintain the existing sales office and the four (4) model homes as a permanent use as well as to permit the development of a two-storey retirement home, be referred back to Staff for a subsequent report pending receipt of all outstanding comments; and 3. THAT the applicant be so advised; and 4. THAT those residents on the attached list hereto be so advised. 1. BACKGROUND 1.1 On July 5, 1988 the Town of Newcastle Planning Department received an application from Ridge Park Pine Inc. to amend By-law 84-63. Subsequently, .. .2 REPORT NO. : PD-203-88 PAGE 2 ------------------------------------------------------------------------------- on July 15, 1988, the Town was advised by the Regional Planning Department of an application submitted by Ridge Pine Park Inc. to amend the Durham Region official Plan. The subject applications would seek to maintain the existing sales office and the four (4) model homes as a permanent use, noting that the uses are permitted as a temporary use at the present time. In addition, the proposal would include a two storey retirement home with approximately 120 rooms, lounge and a full dining room. Other facilities will be provided on each floor that are essential to the operation of the retirement home. 1.2 Staff would note, for the Committee's information that a site plan has not been submitted for this particular site, however, the applicants have submitted a site plan of a similar facility presently situated in Brampton. For Committee's information, attached is floor plans and a picture of a mock-up for Southbrook Retirement Facility. This particular application is operated by Beacon Hill Lodges of Canada Ltd. 2. LOCATION 2.1 The location of the sales office and model homes would be maintained, being at the entrance to the Park. The retirement home would be located directly to the south of the model homes, being Lot 3, Broken Front Concession, former Township of Darlington. 3. SURROUNDING LAND USE 3.1 The general land uses to the east indicate residential uses are predominant, being the various phases of Ridge Pine Park. Directly to the south and west is vacant being part of a new application by Ridge Pine Park to increase the density of the existing Mobile Home Park. To the north is CN Rail and Highway 401. 3 REPORT NO. : PD-203-88 'PAGE 3 --------------------------------------------------------------------- --------- 4. PUBLIC NOTICE 4.1 Staff Would note for the Committee's information that, pursuant to Council's resolution of July 26, 1982 and the requi rements of the Planning Act, the appropriate signage acknowledging the application was installed on the subject lands. 5. CIRCULATION 5.1 In accordance with departmental procedures, the application was circulated to obtain comments from other departments and agencies. Staff would note the following departments/agencies, in providing comments, offered no objections to the application as file: - Town of Newcastle Fire Department - Newcastle Hydro Electric Commission - Ministry of Natural Resources - Ministry of Agriculture and Food 5.2 Ontario Hydro offered no objection to the proposal, however, noted that the drainage illustrated on the related Site Plan is not acceptable. No drainage from the subject property will be permitted on the Ontario Hydro corridor. 5.3 Staff would note for the committee's information that comments are still outstanding from the following departments/agencies: - Town of Newcastle Public Works Department - Town of Newcastle community Services Department - Central Lake Ontario Conservation Authority - Regional Works Department - Regional Health Department - Ministry of Transportation - Ministry of the Environment - CN Rail 6. STAFF COMMENTS 6.1 Staff have reviewed the proposal with respect to the existing uses in Wilmot Creek Park and have noted that the retirement home will be a compatible use with the existing homes in that area. Furthermore, the . . .4 ii PAGE 4 RRPQRT NO. : PD-203-88 >1V ----------------------------------------------------------------------- applicants have noted that the retirement home would be beneficial to those area residents currently living in the mobile home park who want he same friends, however, find it to stay in the same area with t difficult maintaining a home. 6.2 Staff would note that a submission from the President of the Wilmot Creek Homeowners Association, on behalf of area residents, Mrs. Hinkley, offered no objection to the permanency of the model homes and sales office or the retirement in principle, however she is concerned that the people in the retirement home will use the recreational facilities as they exist, noting that the use of the facilities is already stressed and it is difficult to accommodate everyone within the Park. In that regard, the creation of a recreational hall within the retirement home could be addressed by the applicants. 6.3 The applicant has requested that the area subject to amendments be enlarged to take in land with the Ontario Hydro corridor. The applicants acknowledge that these lands cannot be used for the construction of any type of structure, however, would like to develop the lands for recreational use (ie. lawn bowling, tennis, etc.) .
