W3 ECT: REQUEST FOR CROSSING GUARD - Simpson Avenue and
King Street East, Bowmanville
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
(1) THAT this report be received; and
(2) THAT the services of an Adult Crossing Guard for the intersection in question
are not warranted at this time,
BACKGROUND AND COM[IIENT:
Pursuant to Council Resolution C-507-88 that this matter be referred to Staff for
investigation and subsequent continent, a study of the intersection in question was
undertaken on Tuesday, October 4, 1988 and Wednesday, October 5, 1988 during the hours
8:30 a.m. - 9:00 a.m. , 12:00 p.m. - 12:30 p.m. , 1:00 p.m. - 1:30 p.m, and 3:30 p.m. -
4:00 p.m. ; the following observations were made at that time,
The intersection in question is a "T" intersection, controlled by an automatic traffic
signal. Pedestrians/students crossing at the intersection are further aided by the
existence of a push-button control device as well as the presence of a school safety
patrol.
Visibility in the area of the intersection is
good and traffic appeared to be travelling
well within the confines of the
Posted speed limit.
The majority of area students crossing King Street do so with the assistance of the
Adult Guard situated approximately 100 yards west of Simpson Avenue at Frank Street.
Of the small number crossing at the Simpson Avenue lights, many appeared to be Senior
Public - High School age; none of the students crossing at this location appeared to be
experiencing any difficulty, age notwithstanding.

The maximum number of students observed crossing with the light during a thirty
minute interval numbered fourteen.
Based on the foregoing, it is the opinion and recommendation of the author of this
report that the services of an Adult Crossing Guard are not warranted at the
intersection of Simpson Avenue and King Street East, BowTnanville.
