SUBJECT: CASH-IN-LIEU OF PARKLAND DEDICATION FOR
COMMERCIAL AND INDUSTRIAL DEVELOPMENT

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-221-88 be received; and
2. THAT a By-law implementing the two percent (2%) cash-in-lieu of parkland
dedication for commercial and industrial development be forwarded to Council
for approval.
1. BACKGROUND
1.1 On September 26, 1988, Council considered the Watson's Report on Development
Charge Levy Policies and approved the recommendations contained in the
Watson's Report. One of the approved recommendations require a two percent
(20) cash-in-lieu of parkland dedication for all commercial and industrial
development.
1.2 In order to implement the above recommendation, a by-law is required to be
passed pursuant to Section 41(1) of the Planning Act.

3. COMMENT
2.1 Staff have now completed drafting of the By-law which is attached
herein.
3.2 In summary, the By-law details the circumstances, timing and all
implementing procedures for assessing and collecting this cash-in-
lieu parkland dedication.
2.3 The content of this By-law has been reviewed, discussed and nouoozced

with, by the Director of Community Services and the Treasurer.
