SUEJECT: AMENDMENT TO BY-LAW #87-156, ENTITLED A BY-LAW TO PROVIDE FOR
THE LICENSING, .REGULATING AND KEEPING OF DOGS
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administratiom Conmli.ttee
recommend to Council the following:
(1) THAT this report be received; and,
(2) THAT the attached by-law be forwarded to Council for passage; and,
(3) THAT a copy of said by-law be forwarded to area newspapers for publication.
BACKGROUND AND COMMENT:
As the Members of Council may, or may not be aware, it is possible, under current
Town of Newcastle dog licensing regulations, for the owner of a residentially-zoned
dwelling unit to own or harbour as many dogs as he/she cares to license.
Further to this, the increased license fee for the third, fourth and each additional
dog is being circumvented by simply having these dogs registered in the'name of
a son, daughter, grandparent, etc.
The current situation is, needless to say, totally unacceptable to those residents
living in the immediate area of these "kennels", who must endure the resultant noise
and odour.

Based on the foregoing, it is the recommendation of the author of this report that
the attached by-law, which will effectively deal with the problem, be forwarded to
Council for passage and that the same subject by-law become effective January 2, 1989,
so as to coincide with the dog licensing program for that year.

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 88-
being a by-law to amend by-law 87-156
entitled a by-law to provide for the
licensing, regulating and keeping of dogs
WHEREAS the Council of the Corporation of the Town of Newcastle deems
it advisable to amend by-law 87-156 of the Corporation of the gown
of Newcastle
NOW THEREFORE the Council of the Corporation of the. Town of Newcastle
hereby enacts as follows:
1. THAT Section II of By-law 87-156 is hereby amended by the
addition thereto of the following:
7(c) Within the Town of Newcastle no person shall own
or harbour and no household shall own or harbour
more than three (3) dogs within any district
designated as Residential, Commercial or Industrial
by Zoning By-law #84-63, as amended.
2. This by-law shall come into effect on January 2, 1989.
