Hooper. ./ . \IHBH.EAS the Council of the Town of Bowmanville deems it ex- pedient to apply for a loan under the Federal-Provincial- Municipal \lorks Assistance Program as described in the Memo- randum of the Minister of Municipal Affairs, dated the 4th day of November, 1963, in respect of the following project, namely the construction of a Library, hereinafter referred to as "the project"; AND ~HEREAS the project is, in the opinion of the Council, a L1unicip'"l prc,!ce,- '"ithin the me~r-ing of the I~inister's Memo- randum; AND \\fH6R~~i'S the project (or part of it) would not, without the assistance under the program, have been included among the capital works projects to be undertaken within the calendar year or years in respect of which apDlication for assistance is made, and no other capital works project has, in consequence, been replaced or deforred until a later year; AND :,mEH.E;,S the other requirements of the l~inist er' s Memorandum have been complied with; NO'I' THBHl!:FORE be it resolved that application be made to the Minister of 1'.juI!icipal "ffairs for a commitment for a loan in the amount ofi98, 781. 00 to assist in the financing of the project under the Municil'al Harks nssistance 'lct, 1963. e "CARRIED" II BY-LAvvS: Moved by Ceputy Reeve Stevens, seconded by Reeve Little. THAT the report of Council in Committee of the Whole on the By-law to authorize the borrowing of ',14e, 824. 00 upon debentures for the purpose of construction and equipment of a Public Library be received ana adopted the same be now refferred to the Ontario Municipal Board for approval. This will be run the same as last year, canvassing every house in Town." Moved by Con. Hooper, seconded by Reeve Little.
