SUBJECT: EXTENSION OF DRAFT APPROVAL
PENWEST DEVELOPMENTS LIMITED
PART LOT 9, CONCESSION 1, FORMER TOWN OF BOWMANVILLE

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-239-88 be received; and
2. THAT the Minister of Municipal Affairs that the Town of Newcastle has no
objections to the extension of draft approval for Subdivision 18T-76011
for a further one (1) year period to January 23, 1990.

1. BACKGROUND:
I
1.1 A copy of the attached letter was received by the Planning and Development
Department on October 31, 1988. The letter, addressed to the Ministry of
Municipal Affairs, noted that draft approval with respect to Plan 18T-76011
as revised will lapse on January 23, 1989 purusant to the Planning Act

unless an extension is granted prior to the lapsing date. The Ministry
is now considering to grant such an extension. Accordingly, Ministry
Staff request confirmation of the status of the Plan of Subdivision as
previously recommended for approval by the Town of Newcastle.
1.2 Staff would note for the Committee's information that the conditions
of draft approval as previously issued are consistent with Town Policy
in the review of Plans of Subdivision.
1.3 Staff would confirm for the Committee's information that the Owner is
presently in the process of finalizing a 8tocnwatec Management Study
'
which will allow the Third Phase of development to proceed.
1.4 In consideration of the above-noted comments, Staff would have no
objections to the extension of draft plan approval for a further one
(l) year period to January 33' 1590 with respect to Plan 18T-76011.

Please consider this request for draft approval extension. We
are in the process of registering Phase III of 48 lots in this plan
and are servicing same. We are in the midst of a storm water management
study of this watershed that will allow us to. proceed to our next phase.
In order to accomodate this approval, we require an extension of
the draft approval...
