MARY'S CEMENT CORPORATION PART LOTS 12-17, BROKEN FRONT CONC., DARLINGTON RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Addendum to Report PD-250-88 be received; and 2. THAT Report PD-250-88 be lifted from the table; and 3. THAT the recommendation contained in Report PD-250-88 be approved. p pp I 1. BACKGROUND: At its meeting held on November 21, 1988, the General Purpose and Administration Committee tabled Report PD-250-88 and directed Staff to contact St. Mary's Cement to appear before the next General Purpose and Administration Committee Meeting with respect to providing more detailed information related to the proposed extension. . . .2 /» \ ADDENDUM TO REPORT PD-250-88 PAGE 8 _______________________________________________________________________________ 2. THAT Report PD-250-88 be received; and 2. THAT the Ministry of Natural Resources be advised that the Town of Newcastle has no objection to the proposal to increase the annual production limit for the St. Mary's Cement quarry licence in Part Lots 12 to 17 , B.F.C., Darlington. 3. THAT a copy of Council's decision and this report be forwarded to the Ministry of Natural Resources, Lindsay District. 1. BACKGROUND AND COMMENT. 1.1. The Ministry of Natural Resources has requested the Town of Newcastle to provide comments on a request from St. Mary's Cement Corporation to have the production condition on their quarry licence for Part Lots 12 to 17, B.F.C. , Darlington increased from 1,814,000 tonnes to 3,000,000 tonnes annually. . . .2 II I REPORT NO. : PD=250-88 PAGE 2 ------------------------------------------------------------------------------- 1.2 The St. Mary's Cement site is designated for aggregate production by the Durham Regional Official Plan. The site is zoned "M3-1 (Extractive Industrial)" by By-law 84-63 which permits a quarry. It is therefore recommended that the Ministry of Natural Resources be advised that the Town has no objection to the proposed increase in the licence's production limit. 1.3 The requested increase in the licence's production limit is related to a proposed $160 million expansion of the St. Mary's Cement Bowmanville plant announced last month by the company. The expansion, which company officials have said will begin shortly and take 2 years to complete, would more than double the output of the current cement plant. The proposed plant expansion will require a building permit and be subject to Site Plan Approval by the Town. At the time of writing, the Town had not received applications for either a building permit or site plan approval from St. Mary's Cement.
