The regular meeting of Bowmanville Town Council convened.at 8:00
p.m. in the Council Chamber, Town Hall on July 6, 1964 w~th His
Worship Mayor Ivan IVI. Hobbs in the Chair.
All members present.

II ADOPTION OF MINUTBS:
Moved by Con. Hooper, seconded by Con. Hughes.
THAT the minutes of the meetings held on Monday June 1,
1964 and Thursday June 18, 1964 be received and adopted.
CARRIED
III PETITIONS AND DEPUTATIONS:
Mr. F. Whiteman of Jackman Road appeared before Council ask-
ing what action had been taken towards cleaning up the bank
which faces his property at 48 Jackman Road.
He was advised that the building inspector had investigated
this matter and reported that he had no authority in this
respect and that the sanitary inspector of the United Counties
would be requested to investigate and take necessary action.
IV COI~~UNICATIONS:
1. Ontario Water Resources Commission:- June 22, 1964.
"Enclosed herewith are the Commission's certificates of
approval #64-A-390 and #64-B-293 for the construction of
sanitary sewers and water mains in the Town of Bowmanville,"
Moved by Con. Hughes, seconded by Dep-Reeve Stevens.
THAT the certificates of approval received from the Ontario
Water Resources Commission be received and filed and that
the Public Utilities Commission be notified of these appro-
vals.

2. Department of Municipal Affairs:- June 22, 1964.
"I have pleasure in enclosing the Provincial Commitment to
make a Loan No. L.42, dated June 18, 1964, in respect of a
five room addition to the Lord Elgin School in the Town of
Bowmanville."
Moved by Con. Hooper, seconded by Con. Fice.
THAT the letter received from the Department of Municipal
Affairs respecting the IJIunicipal vlorks Assistance Program
be received and filed.

3. The Ontario Municipal Board:- June 16, 1964.
"Official Formal Approval of Bowrranville By-law Re:
Addition to Lord Elgin School. n

THAT the approval of the Ontario lfillnicipal Board in respect
of ~145,000.00 to be debentured for the construction and
equipment of an addition to the Lord Elgin Public School be
received and filed and that the Public School Board be
notified thereof.

4. Bowmanville Fire Department:- June 16, 1964.
"Re- your letter dated June 2, 1964, addressed Secretary-
Treasurer, Bowmanville Fire Dept., pertaining to operating
policy and increase in salary. This letter was presented at
our regular meeting held Mon. June 15, 1964. After a
lengthly discussion a motion was made and seconded that we
accept this resolution as presented a vote was taken and the
motion was rejected unanimously.
The members felt they should receive the increase of $50.
which is considerable less than was requested, but operating
policy is not feasible for a vol~nteer ;ire Dept., .

interpret this policy which would be very detrimental to the
Dept., also it was felt there was very little thought given
on behalf of the Dept., before presenting this resolution.
I have been instructed to request a reply on this matter by
July 1, 1964."
This matter was discussed at length following which it was,
Moved by Con. Hooper, seconded by Con. Fice.
THAT the Fire Department be notified that if there are any
changes that they would like to see in the policy submitted
to them, that the Fire Committee would be only too glad to
sit down and discuss it with them.

5. Durham County District High School Board:- June 18, 1964.
" In 1958 a five room school was opened in Millbrook. This
school is now so crowded that the Teacher's room and the
kitchen are used for classes.
A delegation visited the Department of Education and dis-
cussed an addition to this school. We have had preliminary
approval of the Department for a two-room addition at an
estimated cost of ,142 , 500. If tl}e two-rooms can be built for
;W42,500, the grant will be 75% ('131,875) and the local pay-
ment 25% (.,110,625). The local payment would be divided on
the basis of the usual percentages.
Enclosed are two resolutions (1) requesting approval for this
addition and (2) requesting the payment from current funds.
As this addition will be needed as soon as possible, it would
be appreciated if you could pass the resolutions as soon as
convenient. "

lilHEREAS, this Council of the Corporation of Bowmanville has
been asked to approve of a two-room addition to Millbrook
High School at a cost estimated by the Department of Educa-
tion to be *42,500, be it resolved that the Durham County
District High School Board be granted permission to engage
architects, draw plans and advertise for tenders for this
project. CARRIED

WHERbAS, the cost of the addition to }lillbrook High School
will be a bout :;r42, 500, the Corporation of Bowmanvi lle re-
solves that the Durham County District High School Board be
permitted to pay for this out of Current Funds in order to
save the cost of debentures. To be put into effect, this
resolution must be approved by the majority of the Munici-
palities. The Department of Education has agreed to pay
their share the year following completion.

6. City of Cornwall:- May 8, 1964.
"WHEREAS in the past decade there has been an increasing
demand for municiDal participation in projects to improve
the municipality including urban renewal, development pro-
jects, traffic study, public buildings, schools, and sewage
treatment plants;
.
AND ,IHEREAS the increased cost of such municipal particira-
tion had been financed mainly from taxation of a limited
portion of the municipal population, namely, the property
owners and businesses.
AND liHEREAS to avoid an unrAasonable tax burden, it is des-
irable that the increased cost of civic project that bene-
fit the entire community shol,ld be raised by taxation of a
wider segment of the municipal population benefiting from
such projects;
AND liHEREAS the municipal taxes being levied under the pre-
sent municipal tax structure as against a restricted segment
of the municipal population are extremely high.
BE IT THER~FORE RESOLVED:

THAT the Legislature be requested to implement legislation to
increase the present Ontario Retail Sales tax by 1% in such
Ontario municipalities that indicate a desire to participate,
said increase would be allocated to such Ontario Municipali-
ties for municipal purposes thereby providing the necessary
financing for municipal participation in community development
from a broader segment of the tax population.
AND FU,tTHER that support be requested from other Ontario
Municipalities, The Ontario Municipal Association, the
Association of Ontario Mayors and Reeves and that a copy
of this resolution be forwarded to the Prime Minister of
Ontario and the 10c al member of ParI iament. "

7. Muscular Dystrophy Association of Canada:- June 1/64.

"
"This Association is dedicated to raising funds for basic
research on neuro-muscular diseases, and for specific re-
search on the complex of diseases called muscular dystrophy.
Mu~cular dy~trophy destroys the muscles, progressively
crlpples ana eventually, in most cases, kills. It has no
known cause, prevention, treatment or cure. There are an
estimated 20,000 victims in Canada. Most of them are
children who have no hope, at the moment, of living through

their teens unless science soon finds a way to help them.
In recent years we have received increasing support from
Canadian municipalities who recognize the high social,
economic and human cost of this disease, and the urgent
necessity of eliminating it.
If your Council would cons ider our reque st fo r assi st ance
when making financial allocations this year, we would be
most grateful.
We have enclosed a long-term statement of our income and
expenditures. If there is any further information Council
may require, we will be happy to supply it."

8. Select Committee on the Municipal Act and Related Acts.
June 11/64.
I~he Select Committee of the Legislature appointed to en-
quire into and review The Munic ioal Act and related Acts
resumed hearings on Hay 28th in Toronto and intends to hold
hearings in other parts of the Province.
Briefs and submissions from municipalities, elected and
appointed boards and commissions, elected and appointed
officials, other organizations and persons will be received
at the above address.
The Committee desires that all interested persons be made
aware of this notice and requests that you inform all such
persons.
Your co-operation will be appreciated."

outlining certain complaints which he had against the Dog
