Hobbs in the Chair. All members present except Reeve Little who was absent because of illness. I ADOPTION OF MINUTES:- Moved by Deputy Reeve Stevens, seconded by Con. Chant. THAT the minutes of the meeting held on Monday April 6th, 1964, be amended to change the word "private" to "public" in item No. 1 of New and Unfinished business, and that the minutes so amended be confirmed and adopted. CARRIED II COVU4UNICATIONS:- April 8, 1964. 1. Letter from Cancer Society:- "The Cancer Society of Bowmanville a one day blitz for the purpose of 27, 1964." Moved by Con. Hooper, seconded by Deputy Reeve Stevens. Branch request permission to hold raising funds on Monday April THAT the Cancer Society of Bowmanville be granted permission to hold a one day Blitz for the purpose of raising funds on Monday April 27, 1964. CARRIED 2. Letter from Welfare Officers' Association:- "A letter was received from the Welfare Officers' Association advising of the 14th Annual Convention June 8, 9, 10th in London, Ontario. Moved by Con. Leslie, seconded by Con. Hughes. TH'lT lVIr. R. J .#elsh, Welfare Administrator be authorized to attend at the Corporation's expense the 14th Annual Convention of the Welfare Association being held in the City of London, June 8, 9, and 10th, 1964. CAR1UED 3. Letter from the Red Cross Society:- April 6, 1964. "The Bowmanville and District Branch of the Red Cross wish to thank you for the use of the Council Chamber during our recent campaign also for flying the flag during the month of March." Moved by Con. Hooper, seconded by Con. Hughes. THAT the letter from the Red Cross Society dated April 6, 19b4 be received and filed. CAllRIED 4. Junior Hockey League Championship for 1963-64:- Apr. 8/64. "This letter is a request for assistance in regard to supplying 15 Jackets for the Winners of the Town of Bowmanville Junior Hockey League Championship for 1963-64. This is the first year of this league's existence and the teams personnel are all Local re~idents that have paid for the operation of the league without a spc'nsor. The members have paid for this all winter. . . . . Page 6 - 2 - Enclosed are the names of the members of the team. CARIUED 5. Florence Nightingale Lodge:- Apr. 14/64. "Florence Nightingale Lodge No. 66 Independent Order of Odd Fellows are hold ing their annual Church parade on Sunday, April 26, 1964 D.S.T. (11 A.M. Service) The Parade will start from the Lodge Hall on King Street. lIe are inquiring for the assistance of the Bowmanville Police to direct traffic on the parade route to and from St. Andrews Church on this date. The parade route is not laid out at the present time however a detailed route can be obtained frorr !~. Gordon Lamont, 16 Scugog St., phone 623-3555 about April 23, 1964. Bowmanville Planning Board:- rlpr. 16, 1964. A letter was received from the Bowmanville Planning Board recom- mending to Council certain changes and amendments to the Town's Zoning By-law 1587. Moved by Con. Hooper, secolded by Con. Hughes. THAT the letter from the P]~nning Board respecting amendments to the Town's Zoning regulatic ns be referred to t he Board of ',lorks Committee at which time 1^lith the assistance of the secretary and the chairman of the Board,;his :ntt"r is to be discussed. C,cRHIED 7. Town of Lindsay:- Apri L 15, 1964. "The following resolution v IS presented for Councils consideration and, "HEltEJ>s Section 223a of the Municipal Jl.ct, Chapter 249, R.S.O. 1960 requires the Treasurer of every local municipality in every year to have published in c newspaper having general circulation in the municipality or delivered to each ratepayer a copy of certain portions of the auc Lted financial statement of the munici- pality and the Report of tt 3 Auditor thereon. .~. AND WHERE.,S the audited statement is available in the Treasurer '5 office, for examination by ratepayers at any time throughout the year. AND WHEREhS the publishing of the required information results in a large Ad at considerable expense to the municipality thus con- tributing to increased costs of operation. ;,ND.mEa.EAS is the opinion of this Council that taxpayers of the municipality should be informed of the financial standing of the municipality. NOW THEREFORE be it resolved by the Council of the Town of Lindsay that the Government of Ontario be petitioned to amend Section 22)a of the Municipal Act to provide that only an approved sum- mary of the Audited Statement and Report of the Auditor for the previous year, be required to be published, and in such form as would be readily understood by the ratepayers." Moved by Con. Hughee, seconded by Con. Hughes. THAT the resolution from ~he Town of Lindsay be received and filed. CARRIED 81 Mike Wereszczynski: "It would be apprecited if Council could take some action to have the lot cleaned up at 35 Hunt St. (Tordiff Property) as we feel the condit ion present s a considerable fire hazard to the area." Moved by Con. Hooper, seconded by Con. Fice. TH",T letter received from Mr. \fereszczynski be received and re- ferred to the Building Inspector and Fire Chief for their in- vestigation and report at the Board of Works Session. CARRIED 9. Town of Simcoe:- April 15, 1964. An invitation was received from the Mayor of the Town of Simcoe in respect to the forthcoming Annual Conference of the Town and Village Section of the Ontario Municipal Associ ation being held in Simcoe on Friday and Saturday, r~y 8th and 9th, 1964. It was suggested that any members of Council who find it con- venient to attend this conference advise the Clerk as soon as possible. II I REPORT S: - 1. THAT the report of Council in Committee of the Whole on the By-law be received and adopted the same be now referred to the Department of Municipal Affairs for approval prior to third and final reading. Park Land:- Moved by Deputy-Reeve Stevens, seconded by Con. Hooper. THAT this matter be referred to the Board of Works meeting and report presented in respect to the funds available in the Park Account and the list of the single lots owned by the Municipality accepted for park purposes. CARRIED 4. Works Department Shed:- Moved by Deputy Reeve Stevens, seconded by Con. Hooper. TH"T the building inspector be requested to erect signs indicating dangerous condition of the building. C"RRIED 5 . 6. Bernard Street:- Nothing further reported in this regerd. Centennial Project Committee:- Deputy-Reeve Stevens advised that representatives of this com- mittee had visited the Department of Education, Library Servi_ces Branch and discussed the grants which will be receivable for new library construction. Hughes. iiiHE1't""S the Council of the Town of Bowmanville deems it expedient to apply for a loan under the Federal-Provincial-Municipal Works Assistance Program as described in the Memorandum of the Minister of Municipal Affairs, dated the 4th day of November, 1963, in respect of the following project, namely A five room addition to Lord Elgin School hereinafter referred to as "the project"; AND WHERE"S the project is, in the opinion of the Council, a municipal project within the meaning of the Minister's Memorandum; A AND WHERE"S the project would not, without the assistance under the program, have been included among the capital works projects to be undertaken within the calendar year or years in respect of which application for assistance is made, and no other capital works pro ject has, in consequence, beenreplaced or deferred until a later year; "ND vmErlErl.0 the project is one to which the immediately preceding paragraph applies ( in whole) J~ND 'IIHErlE',S the other requirements of the Minister's Memorandum have been complied with; N~i THER~?ORE be it resolved that Gpplication be made to the l'iIinister of Munici pal Affairs for a commitment for a loan in the amount of $72,492.75 to assist in the financj.ng of the project under the Municipal il/'orks Assistance "ct, 1963. THAT in accordance with the pooling arrangemellts as indicated in the Memorandum issued by the Minister of Municipal Affairs respecting amount of assistance by way of a loan, that Council waive a sufficient amount of th<, Town's allocation for Public School purposes namely the Lord Elgin i~ddition. CJlRRIED 9. Tenders for Truck Chasia:- A report of the Roads and Streets was presented by Councillor Hooper - see Appendix A. Moved by Con. Hooper, seconded by Deputy Reeve Stevens. - THAT the report and recommendations of the Roads and Streets Committee respecting a truck chasis, dated Monday April 20th, 1964 be received and adopted.
