MEETING: General Purpose and Administration Committee DATE: Monday, June 20, 1988 REPORT #: PD-142-88 FILE #: PLN 7.2.2 St1BJECT: BUILDING AND PLUMBING PERMIT FEES FILE: PLN 7.2.2 RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-142-88 be received; and 2. THAT the changes to the building and plumbing permit fees be approved as contained in Report PD-142-88. 3. THAT the amending by-laws (attached) implementing the changes be passed. 1. BACKGROUND 1.1 As part of my exercise in reviewing the operation of the Building Division it becomes apparent that there are certain deficiencies within our building and plumbing permit fee structure that require updating. . . .2 ' REPORT 00. ; PD-142-88 PAGE 3 _______________________________________________________________________________ 3. COMMENTS 2.1 For the information of the Committee and Council, staff ouodontod o survey of permit fees charged by the shoreline municipalities in Durham Region (see Attachment I) and it is apparent that the fees charged by the Town are the lowest of all municipalities. 2.3 In order to bring the Town's fee structure similar to those charged in the other municipalities and at the same time to recover additional revenue to enable the Town to adequately staff its Building Division, staff is / recommending that the Town's permit fee structure be amended as follows: Building Permit: ¢7.00 per $I,000.00 construction value with a minimum fee of $25.08. This fee includes plumbing permit fee. Plumbing Permit: Where no building permit is required, the fee is minimum $25.00 plus $6.50 per fixture. 2.3 The above recommended fee structure substantially simplifies the current fee structure and is in line with the fees charged by other municipalities. In / order to implement the new fee structure, the implementing by-laws (attached) require Council's approval. WHEREAS the Council of the Corporation of the Town of Newcastle deems it advisable to amend By-law 76-24, as amended, in order to revise the Schedule of Fees payable in respect of Building Permits. NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Town of Newcastle enacts as follows: 1. By-law 76-24, as amended by By-law 87-69 is hereby amended by deleting Schedule "X" in its entirety and replacing same with a new Schedule "X" as attached. 2. Schedule "X" attached hereto shall form part of this By-law. i 3. This By-law shall come into effect on the date of passing hereof. I i I i I BY-LAW read a first time this day of 1988. I i i THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW NUMBER 88- being a By-law to amend By-law 74-37, of the Corporation of the Town of Newcastle. WHEREAS the Council of the Corporation of the Town of Newcastle deems it advisable to amend By-law 74-37, as amended, in order to revise the Schedule of Fees payable in respect of Plumbing Permits. WHEREAS By-law 74-36 duplicates the fee schedule as contained in By-law 74-37. NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Town of Newcastle enacts as follows: 1. By-law 74-37 is hereby amended by deleting Schedule "A" in its entirety and replacing same with a new Schedule "X" hereto. 2. Schedule "X" attached hereto shall form part of this By-law. 3. By-law 74-36 is repealed in its entirety. 4. This By-law shall come into effect on the date of passing hereof. I I BY-LAW read a first time this day of 1988.
