SUBJECT: REZONING APPLICATION - 754952 ONTARIO LIMITED
PART LOT 9, CONCESSION 2, FORMER TOWN OF BOWMANVILLE

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-148-88 be received; and
2. THAT application to amend the Town of Newcastle Comprehensive Zoning By-law
84-63, as amended, submitted by 754952 Ontario Limited be referred back to
Staff for further processing and the preparation fo a subsequent report
upon receipt of all outstanding comments; and
3. THAT a copy of Council's decision be forwarded to the applicant.
1. BACKGROUND:
1.1 On April 28, 1988, the Town of Newcastle received an application for
amendment to the Town of Newcastle Comprehensive Zoning By-law 84-63, as
amended. The application submitted by Tunney Planning 9n behalf of 754952
Ontario Limited would permit the development of a proposed Plan of
Subdivision with Eighty-seven (87) Single detached dwellings and Twenty-
five (25) Townhouses.

1.2 Staff has since been advised by the Region of Durham Planning Staff of
an application for a proposed Plan of Subdivision (18T-88024) . The
application proposed the creation of the above-noted 112 dwellings.
1.3 Staff would note for the Committee's information that, pursuant to
Council's resolution on July 26, 1982 and the requirements of the
Planning Act, the appropriate signage acknowledging the application was
installed on the subject lands and surrounding property owners were
advised of the proposal.
2. OFFICIAL PLAN CONFORMITY:
2.1 The subject property is presently designated "Residential" in both the
Durham Regional Official Plan and the Newcastle Official Plan
(Bowmanville Major Urban Area) . The Plan has an overall density of
24.4 units per net residential hectare, and a medium density block with

a proposed density of 33.6 units per net residential hectare. This is
in conformity with the Town's Official Plan policies.
3. COMMENTS:
3.1 To date, comments remain outstanding from all but four (4) of the
commenting agencies. Agencies which have responded include Newcastle
Fire Department; Newcastle Hydro Electric Commission; Ministry of

Transportation; and the Regional Planning Department.
All four (4) agencies, in responding, offered no objection to this
proposal.
4. RECOMMENDATION:

Based on the information present above and the number of comments still
outstanding, Staff are not presently in a position to make a final

recommendation on the subject application. Staff recommend that, at
such time as all outstanding comments and necessary studies are
received, Staff will be in a position to write a report making a final
recommendation on said application.
