By-Law # MEETING: General Purpose and Administration Committee DATE: Monday, July 4, 1988 REPORT #: PD-149-88 FILE #: W&JECT: STUDY OF THE HIGHWAY NO. 2 COMMERCIAL CORRIDOR IN COURTICE I i i RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-149-88 be received for information. i I 1. BACKGROUND: At its meeting of March 28, 1988, the Council passed the following resolution: "THAT Staff invite proposals for the Streetscape Design of Highway No. 2, east from Townline Road to Centrefield to include architecture, sidewalks, plantings, lighting, window signage and colours, and report to the General Purpose and Administration Committee." 2. COMMENTS: 2.1 The Highway No. 2 corridor in Courtice is currently under tremendous development pressure. The existing highway commercial uses were developed in a haphazard fashion and generally present an Unattractive streetscape. In addition, this area represents the main entrance to the Town from the . . .2 I /J REPORT 0O. : PD-149-88 PAGE 2 _______________________________________________________________________________ west and it is imperative that this area be developed in accordance with proper planning standard and good urban design principles. In this regard, Council's direction to address the otreetocape design of this area is a major step in this direction. 2.2 However, addressing atceetooape design would not be sufficient to address the current problems. Staff respectfully submit that a comprehensive study of this area of Highway 0o. 3 is needed to address the following major issues: a) traffic movement and aooeaa b) design guidelines for new development proposals including oiguago' landscaping, parking, architectural controls etc. o) identifying existing problems and develop improvement strategy to deal with matters such as internal traffic patterns, building conditions, existing landscaping, state of repair of roads, � sidewalks, curbs, as well as other matters that will contribute to the overall improvement of the existing otcoetaoapeo. 2.3 A study of this nature will require anywhere between six (6) mmotbo to eighteen (18) months depending on department priority as well as depending on the degree of involvement of the existing merchants and land owners in the area. The Planning Act also dictates certain rules , and procedures to be followed including public input, to such a Study. This work will be done by in house Staff and will be one of the top priorities of the Manager of Strategic Planning Branch. 2.4 The first step of this Study will involve the formulation of a Study Program to address the following issues: a) Indicate the need for study; b) Define the study area; c) Identify potential and constraints; d) Establish objectives; \�,/ '- REPORT 0U. : PD-149-88 PAGE 3 _______________________________________________________________________________ e) Prepare Concept Plan and options; f) Finalize Concept Plan; g) Implementation Strategy. 2.5 In addition, Staff will be investigating the following matters: a) possible funding from the Ministry of Municipal Affairs to defray part of the coat of this Study; and b) the merits of imposing an interim control by-law over the study area to freeze all development or redevelopment for a period of one (l) year with extension for another year if additional time is required to complete the Study. 2.6 In any event, Staff will be reporting to Council from time to time with respect to the progress of this Study.
