RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-159-88 be received; and
2. THAT the application to amend the Durham Regional Official Plan submitted by
the Ministry of Natural Resources, to permit the servicing of Darlington
Provincial Park via the connection into the City of Oshawa sanitary sewer
collection facilities be approved:
3. THAT the Region of Durham be so advised.
1. BACKGROUND

1.1 On June 15, 1988, the Planning Department was advised by the Region of
Durham that an application had been made by the Ministry of Natural
Resources. The ministry has requested an amendment to the Durham Regional
Official Plan to permit the extension of municipal sewer and subsequent
servicing of the Darlington Provincial Park.

I.% The proposed connection would be into the City of Oobawa"o sanitary sewer
collection facility. The project is proposed at this time, in consideration
of the reconstruction of Wentworth Street in the City of Oshawa currently
underway. Given this, it would be feasible to extend services at this time.
3. OFFICIAL PLAN CONFORMITY
2.1 The subject lands are designated as Major Open Space in the Durham Regional
official Plan; the use is permitted. Staff would note for the Committee's
information that it is implied through Section 8.1.3.1 of the Regional
'
Official Plan that those areas located outside Urban Service Boundaries of
larger urban areas must amend the Official Plan in order to facilitate the
connection to Municipal services. Staff would also note that the
Provincial Park is currently being serviced by municipal water.
3. X0WI0Q BY-LAW CONFORMITY
3.1 The subject lands are zoned "Agricultural (&)n in By-law 84-63' as amended,
and the use is permitted, accordingly.
4. CIRCULATION
(
4.1 In accordance with departmental procedures the subject application was
circulated to various departments to obtain comments. In this case, a
limited circulation by the Town was completed. The Town of Newcastle Public
Works and Fire Departments offered no objection to the proposal.

5.1 Initially two alternatives were introduced to allow the connection to sewer
facilities. The first alternative would propose a foroemaiu along a newly
constructed easement from a gravity sewer to be constructed by the Region
this year. The second alternative would be along the newly reconstructed
Wentworth 8tzeeet alignment in the City of Oshawa. The forocmaio would
travel down Towoliue Road to Baseline in the Town of Newcastle.

5.2 Staff would note that o sewage pumping station is to be constructed with the
boundaries of the Provincial Park and the ±Vcnemaiu is to be connected.
5^3 In addition, ministry staff has indicated that the connection would allow an
expansion to the current facilities such as the number of showers and
comfort stations. Ministry Staff were unable to determine if an ezguuaiou
of actual number of campsites with "hookups' would increase as a result of
servicing at this time.
6. RECOMMENDATION
6.1 Given the above noted information, staff would respectfully recommend |

that the application to amend the Durham Regional official Plan to permit �
the connection to municipal sewer be approved.
