SUBJECT: LIQUOR LICENCE - LIBERTY BOWL
PART LOT 10, CONC. 1, FORMER TOWN OF BOWMANVILLE (30 BASELINE RD.E.)

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-139-88 be received for information; and
2. THAT a copy of said Report be forwarded to the Liquor License Board of
Ontario.
1. BACKGROUND
1.1 Council, at their meeting of May 30, 1988, approved a resolution that the
communication dated May 12, 1988 from Hazel Clarke, Assistant Licence
Officer, Liquor Licence Board, regarding the Liberty Bowl be referred to
the Director of Planning and Development for review and report to the
General Purpose and Administration Committee.
2. COMMENTS
2.1 It is Staff's understanding that the request on behalf of Liberty Bowl to
the Liquor Licence Board is for permission for a Dining Room Licence to be
operated in conjunction with the existing bowling facilities.

3.2 Staff would note the existing premises, being located within the
"Environmental Protection (EP)11 zone within By-lam 84-63, is considered
a legal non-conforming use.
2.3 Any enlargement or extension to the building or structure would require
the appropriate approval of the Town of Newcastle. However, the
Department has not received any zoning or site plan application from
the owner. It is Staff's understanding the lioeuoed area will be
confined within the present facilities.
, 2.4 If and when the owner applies for rezoning or propose any enlargement
or extension, Staff will then be in a position to require the owner to
enter into appropriate agreement to address such planning issues as
landscaping, parking and overall aaetbetic of the area.
2.5 Staff would note that the Fire Department in consideration of the
application, as forwarded directly to their attention by the Liquor
Licence Board, have reviewed same and offered no objections.
3. CONCLUSION
. 3.1 Accordingly, Staff would have no objection in consideration of the
request.

Application has been made to the Liquor -Licence Board of
Ontario for Dining Room Licence in respect of the above noted
application.
The purpose of this Notice is to enable Council, if they
so desire, to make representation to the Board concerning
the application and allow you to advise the Municipal
Agencies or departments concerned, (ie: µBuilding; '° Fire `r,,
„Health;,, Plumbing, Planning, Zoning Authority, School Boards,
etc. ) .
If Council decides to make representation to this
application, the information should be submitted to. the

When the application has been scheduled for a public
