BACKGROUND: 1.1 At the Council Meeting of February 22, 1988, Council received correspondence from the City of Toronto in respect of the International Year of Shelter for the Homeless and referred same to Staff for review and report. . . .2 REPORT 00. : PD-121-88 PAGE 3 _______________________________________________________________________________ 1.2 The correspondence identified o critical need for public housing and further cited a lack of affordable land as a major constraint faced by social housing providers. It was suggested that the City and by the City's circulation of same, that other municipalities should take a more active role in land acquisition for housing Ducpwoeo and encourage fraying laud presently publicly held for the purposes of social housing. 2. COMMENTS: 3.1 In Durham Region, the Durham Region Non-Profit Housing Corporation has taken the initiative as it relates to the provision of Non-Profit Housing projects within the Tzxm of Newcastle. Some of the land to be made available for Non-Profit Housing is presently under the ooutznI of the Province of Ontario and specifically the Ministry of Government Services. Ministry Staff have recently been in touch with the Town in respect of proposed Plan of Subdivision for these lands currently located in 8owmauvilIe" north of Concession Street and east of y0eacua Road. 3.2 Given the position the Ministry of Housing, relative to its housing action priorities, Staff would concur with the City's position in / respect of making available publicly owned lands for Non-Profit and Social Housing Projects. Accordingly, it is recommended that the Ministry of Government Services and the y0iulotcy of Bnooiog be advised that the Town supports the position of the City of Toronto and encourages the Province to establish social and non-profit housing as a | priority use for publicly owned lands and, to make these lands available at prices that will permit their development for such housing projects ^ Respectfully submitted, Recommended for presentation to ae -------------------------- ( ----- ----------------- Franklin Wu Lawrence E Rotaeff Director of Planning 6 Development Chief .. u«Wiotcative officer ^~r FW*jig May 18, 1988 |
