SUBJECT: ORONO HERITAGE CONSERVATION DISTRICTS

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:

1. THAT Addendum to Report PD-119-88 be received; and
2. THAT Report PD-119-88 be lifted from table; and
3. THAT a copy of addendum report be forwarded to Mrs. Phyllis Dewell of the
Local Architectural Conservation Advisory Committee and Mr. Roy Forrester of
the Orono B.I.A.
1. BACKGROUND
1.1 Report PD-119-88 was presented to the General Purpose and Administration
Committee on June 6, 1988 and was tabled "until such time as information can
be obtained for the Orono B.I.A. as to the process to follow for the
designation of Orono as a Heritage Conservation District" .

2. COMMENTS

2.1 Staff subsequently met with representatives from the Orono B.I.A. and from
the Local Architectural Conservation Advisory Committee to review the
subject matter.

2^2 During our discussion, it became apparent that the onat of conducting the
necessary study for the purpose of designating Orono as a Heritage
Conservation District is quite prohibitive. For the limited benefit that
could be derived from this ezcecioe, it was agreed that it would be
advisable not to proceed with such a study. It was felt that identification
of specific historical buildings would be a better alternative.
2.3 Therefore, there will be no further action required on this matter and staff
is recommending that both report PD-II9-88 and this addendum report be
received for information.

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-119-88 be received; and
2. THAT a copy of Report PD-119-88 be forwarded to Phyllis Dewell of the Local
Architectural Conservation Advisory Committee.
1. BACKGROUND:
At the Council Meeting of February 22, 1988, Council referred the attached
correspondence from the Town's Local Architectural Conservation Advisory
Committee to Staff for review and report. In that regard, the subject
correspondence was originated as a result of a Council request to L.A.C.A.C.
to undertake necessary studies in respect of designating or the possible
designation of Orono as a Heritage Conservation District. It is Staff's
understanding that Council's intention was to have L.A.C.A.C. initiate and
undertake the necessary study and report back to Council. However, it
appears that L.A.C.A.C. is not interested in undertaking this Study
themselves and hence, this matter is referred to Staff for review and
report.

3. COMMENTS:
The 1988 Budget of the Planning Department did not make any provision
to retain any consultant aacvloeo to undertake studies as required by
the Ministry of Culture and Communications for possible designation of
0znuo as Heritage Conservation District. If Council wishes to pocooe
this matter, Staff suggest that Council provide the necessary direction
to have sufficient funds allocated for this purpose in the 1989 Budget
for the Planning Department. The estimated cost of such Study would be
between $20,000.00 to $35,000.08.
