RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-114-88 be received; and
2. THAT the Region of Durham be advised that the Town of Newcastle is not in
favour of allowing water service connection to existing homes along Highway
No. 2 between Newcastle Village and Newtonville and further that the Town
confirm its previous position that the Newtonville Development Plan be
utilized as basis for an amendment to the Durham Regional Official Plan; and
3. THAT a copy of Report PD-114-88 be forwarded to the Region.
1 BACKGROUND:
1.1 Subsequent to the request by the Town of Newcastle to investigate alternate
water supply system to Newtonville, the Region has now selected the
alternative of including an 8" watermain from Newcastle Village to service
Newtonville.

1.3 The Regional Works Department Staff are now in the final doalgu stage
of the watecmaiu and expect to finalize all the necessary works toward
tendering the project within the next few months in order to meet the
requirements of the Ministry of the Environment for funding.
1.3 However, prior to finalizing the above wnckov two areas of mouoecu were
identified that require both clarification and confirmation by the
Town. Staff met with the Regional Planning and Works Staff and would
like to report to the Committee and Council as follows:
2 CONCERN #1 - AREA TO BE SERVICED
2.1 By way of background, on June 22, 1987, the Town Council recommended to
the Region to utilized the Newcastle Hamlet Development Plan as basis
for amendment to the Regional official Plan to take into account the
possibility of providing water supply to the Hamlet.
2.2 on that basis, the Region has now designed a water augDIy capacity for
0ewtouviIle for approximately I'000 population which will cover all
areas designated for development in the Development Plan. However, the
area identified for development in the Hamlet Plan was based on minimum

lot size of 0.5 hectares to be developed on private service. The
advance of piped water will uodnobtedll, encourage future development
proposal on smaller lots. From the viewpoint of the development
industry, this is both logical and economical as the higher lot yield
will offset the cost of installing watezmaio.
3.3 If smaller lot development is permitted in Newtooville' and once the
I,000 population is achieved, there will be significant areas so
identified for development in the Hamlet Development Plan without the
benefit of water service.

3.4 There are basically two alternatives to address this issue.
Alternative Avmould be reducing the minimum lot size requirement in the
Hamlet Development Plan to approximately 0.3 hectares and at the same
time' deleting the excess residential designated area. This will
involve a major revision to the Hamlet Development Plan and will delay
the provision of piped water service to Newtooville.
Alternative B would be to maintain the minimum lot size of 0.5
hectares. This will ensure all future development within the Hamlet
Development Plan area will be serviced with piped water.
3.5 Staff is in favour of Alternative B as we do not see the need for a
major revision to the Hamlet Development Plan at this time. If' in the
future, an amendment application is made by a developer to reduce the
lot size, we will then assess that particular application on its own
merits.
3 CONCERN #3 - BOOK-OP 8QTVE80 0EWTON7ILLE & NEWCASTLE VILLAGE
3.1 The Region has designed a water capacity for 1000 population for
NevvtooviIle, with an On watecmaio extending from Newcastle Village
along Bigbvnuy 0o. 2 to 0ewtnuViIIe.
3.3 There are currently sixty-one (61) homes fronting on Highway No. 3 that |

could physically be connected to this *atecmaio. The Regional Staff
requested m recommendation from the Town of Newcastle whether or not
the Town is in favour of watecmaiu hook-up along Highway 0o. 2.
3.3 After examining this issue, Staff is recommending that boob-op to
existing homes along Highway 0o. % between Newcastle Village and
0avvtVuville not be permitted on the following basis: |
a) If book-up is allowed' the water capacity reserved for
0amtounille will be jeopardized.
b) The intent of this matermain is to alleviate the water problem |
encountered in 0ewtouville. It is never intended to service any
existing dwelling along Highway No. 2.

o) The Durham Regional official Plan designates the area along this
portion of Highway 0o. 2 as &gziooltocaI Areas and Major Open
Space. The Plan does not permit residential development in
these areas other than farm-related uses. To permit book-up by
existing homes will entice future land severances and estate
residential development on prima agricultural laud in
contravention to the Official Plan.
4 CONCLUSION
In conjunction with working towards providing piped water aoDpll/ to
Newtuuville, the Regional Planning Department is in the process of
amending the 0ewtounilIe Development Plan to allow development on
municipal water service. The two concerns identified are critical to
finalizing the above tasks and an such, Staff is recommending to
Committee and Council accordingly to facilitate the necessary response
to the Region.
