Addendum to Report PD-96-88 - Extension of Draft Approval regarding
Subdivision 18-T-76027, Courtice Heights Developments Limited
and various correspondence from Mr. William D. Manson
RECOMMENDATIONS:
It is respectfully recommended to Council:
1. That Addendum to Report PD-96-88 be received;
2. That the recommendations contained in Report PD-96-88
be approved.
REPORT:
At its meeting of May 16, 1988, the General Purpose and Administration Committee
received a delegation from Mr. William D. Manson on behalf of Courtice Heights
Development Limited regarding park development requirements related to his client's
subdivision 18-T-76027 within the Courtice Urban Area.
At the meeting, Mr. Manson presented a correspondence dated May 16, 1988 (refer
to Attachment #1) for the consideration of the Committee. Subsequently, the
G. P. & A. Committee directed staff (Resolution #GPA-334-88) to negotiate the
conditions contained in Mr. Manson's letter and that a report be forwarded to
Council on May 30, 1988.

On May 17, 1988, staff met with Mr. Manson to address the above matter. As a
result of the discussions which took place, Mr. Manson felt reasonably assured
that the aspects raised in his correspondence of May 16, 1988 can be adequately
dealt with through the administrative system of the Town. This is confirmed
in a subsequent correspondence from Mr. Manson dated May 18, 1988 (refer to
Attachment #2) . Accordingly, Mr. Manson, on behalf of his clients, has agreed
to provide to the Town funding in the amount of $56,000 to assist in park
development related to subdivision 18-T-76027 on the basis of Attachment #2.
Accordingly, it would be appropriate for Council to deal with and approve the
recommendations contained in Report PD-96-88.

Your May 5, 1988 letter has been reviewed and the
owners of subdivision 18T76027 are prepared to provide
the following funding to assist in the development of
the park in the following categories :
Fine Grading, and Seeding - $12, 500
Asphalt Walkway - $IF' i00
Culvert & Apron Ends ( 3) - $ 3, 000
Playground Equipment & - $22, 000
Benches
Total Funding Limit $56, 000
These monies are being made available by the developer
in a spirit of community goodwill, notwithstanding the fact
that there is an executed subdivision agreement with the
Town registered on title which limits the developer' s
responsibility to rough grading the park area (Clause 6,
Schedule G) . The provision of these funds is contingent
on the Town continuing to support any extensions of draft
approval , future requests for red-line revisions, and
clearances for final approval in the unregistered portions
of subdivision 18T76027.

Further to our May 17, 1988 meeting with yourself
and Mr. F. Wu, Director of Planning and Development,
this will confirm that the owners of subdivision
18T76027 are satisfied that the concerns in my
May 16, 1988 letter to Mr. J . Caruana about
extensions of draft approval, future requests
for red-line revisions, and clearances for final
approval in the unregistered portions of subdivision
18T76027 can be handled administratively by the
Town of Newcastle.
