REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF JANUARY 21 , 1985

SUBJECT: RESIDENTIAL NODES AND CLUSTERS
POLICY STATEMENT
RECOMMENDATION:
It is respectfully recommended that the General Puroose and
Administration Committee recommend to Council the
following:
1 . That Report PD-10-85 be received; and
2. That the criteria within Staff Report PD-10-85
* and noted in Attachment No. 1 to said report,
be adopted by Council in place of the existing
Residential Nodes and Clusters Criteria adopted
by Council on November 13, 1984; and
3. That By-law 84-156, as revised and included as
Attachment No. 3 to Staff Report PD-10-85, be
forwarded to Council for approval ; and
4. That a copy of said Criteria be forwarded to
the Region of Durham ?,dnning Department for
their information and records.

Inasmuch as the Public Meeting has already been held, it is
in order for Council to approve By-law 84-156 which would,
effectively, eliminate one of the Regional appeals in
respect of By-law 84-63.

Further to your letter of December 11, 1984 , please be advised
that we have no difficulty with the revised criteria for
identifying rural nodes and clusters as attached to your letter.
This new criteria removes the possibility of conflicts with the
provisions of the Durham Regional Official Plan which existed
with the old policy. We would suggest that the new criteria
replace the existing policy which we understand has been adopted
by your Council .
I With respect to By-law No. 84-156 also attached to your letter,
we have reviewed this matter and its approval would remove our
earlier concerns with the proposed 'RC' zoning in part of Lot
22, Concession 3, former Township of Darlington . Furthermore,
as agreed at the meeting, the proposed 'RC' zoning in part of
Lot 26, Concession 2, former Township of Darlington is considered
to be in conformity with the Durham Regional Official Plan.
I trust you will find this satisfactory and would appreciate
being advised when the revised criteria for identifying nodes
and clusters has been adopted by your Council . If you have any
questions please do not hesitate to contact this Department.
