That Report PD-22-85 be received; and 2. That Ontario Hydro be advised that the Town of Newcastle '�as no objections to the proposed purchase. by Ontario 'Hydro from Oceanfront Developments Limited in Trust, subject to the comments contained in the Director of Planning's letter of January 11 , 1985. i i i i . . .2 i REPORT NO. : PD-22-85 Page 2 BACKGROUND AND COMMENTS: On January 10, 1985 Staff received a notice from Ontario Hydro that they were intending to purchase additional lands abutting the Bowmanville Area office located on Scugog Road in Bowmanville. Inasmuch as comments were required by February 8, 1985, Staff responded, advising Ontario Hydro of the Official Plan and zoning provisions in respect of the lands. A copy of the Staff's * response is attached. Subject to any further comments that the Council may wish to make to Ontario Hydro, Staff feel that it would be appropriate to endorse the comments contained in the Staff's letter of January 11 , 1985, and that Ontario Hydro be so advised. IN TRUST Part Lot 14, Concession 2, Town of Newcastle I Further to your letter of January 7, 1985, please be advised that the lands proposed for purchase are designated "Urban Residential " by the Official Plan for the Bowmanville Major Urban Area, as well as the Durham Regional Official Plan. Section 2.1 .2(ii ) of the Bowmanville Official Plan provides the list of permitted uses within residential neighbourhoods. Although the proposed use of the land is not specifically listed as a permitted use under this Section, Section 4.1 .5 of the same Official Plan provides that Ontario Hydro electric power facilities are permitted in all land use designations in accordance with the provisions of the Durham Regional Official Plan. Section 7.2.6 of the Durham Regional Official Plan would require that development in such areas be based upon good principles of urban design and shall be compatible the surrounding environment. The development of the subject lands for the uses proposed would, therefore, not offend the intent of the Official Plans provided that adequate measures are taken to ensure the compatibility of the proposed uses with future adjacent residential development. The subject lands are presently zoned "A-Agricultural " by By-law 84-63 of the Town of Newcastle, however, Section 3.16 of said by-law would apply to permit the use of the subject lands for the purposes of a public service provided by Ontario Hydro. The proposal would, therefore, not appear to offend the intent of the Town 's Zoning By-law. The Town would therefore, not have any objection to the proposed acquisition subject to the following provisos: . . .2 i F.G. Edwards Page 2 i I - All entrances to and from the subject property would be subject to the approval of the Town of Newcastle Public Works Department and the applicable access requirements. - The ultimate development of the site would have to provide appropriate buffers for the purposes of reducing or eliminating conflicts such as noise, emissions and view. This may be achieved through the use of setbacks, berms, walls, fences, planting or a combination of these measures to screen outside storage so as to not adversely impact upon future residential development to be located adjacent to the subject lands. Given the time constraints for a reply, these comments have not been formally sanctioned by Town Council and are representative of Staff opinions only. In that regard, I intend to bring this matter to Council 's attention at the earliest possible opportunity in order to provide you with formal Council resolution. Edwards, Director of Planning Dear Sirs: Ontario Hydro purchase from Oceanfront Developments Limited In Trust Part of Lot 14, Concession 2, Town of Newcastle, formerly Township of Darlington Regional Municipality of Durham Ontario Hydro has enetered into an agreement to purchase a portion of the above noted owners land to accommodate the expansion of our Bowmanville Area Office site. The attached sketch indicates Ontario Hydro's requirements, consisting of 1.4164 ha (3.50 acres) . The proposed purchase is shown outlined in red on the attached sketch with the area shown cross- hatch being reserved for future expansion. To comply with the provisions of the Planning Act, 1983, Ontario Hydro is required to consult your Municipality with regard to any concerns it may have to our acquisition. Unless we have heard from you by February 8, 1985, we will assume you have no concerns and we will proceed with our transaction. The new line will be parallel to the existing one and is scheduled for completion in early 1987. The attached letter and map will be sent to property owners affected by the project to introduce the Hydro representatives who will be contacting them during construction. It is included here for your information. Newsletters will be forwarded to you periodically to keep you up to date on the progress of the project. I c�a � p 5�' C/ 'o 700 University Avenue, Toronto, Ontario M5G 1X6 Construction of Second 500 Kilovolt Transmission Line Cherrywood Transformer Station to Bowmanville Switching Station Ontario Hydro is making preparations for construction of the second 500 kilovolt (kV) transmission line in your area. The new line will be built on the north side and parallel to the existing 500 kV line. Wherever possible, the new towers will be constructed opposite the existing ones. This second 500 kV line is scheduled for completion by summer of 1987 to be available for transmission of power out of the first two units at Darlington Generating Station expected to be in-service in 1988. During 1985, soil tests at new tower locations, right of way clearing and access roads to tower sites will be completed. Foundation work for the new towers will also begin. Assembly and erection of the towers will start in 1986 with the stringing of the conductors scheduled for latter part of that year for completion in March 1987. Cleanup and restoration of work locations will be an ongoing activity during construction. All construction activities will be done in accordance with the "Construction and Site Restoration Guidelines" filed with the Ministry of the Environment.
