REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING
OF MAY 6, 1985
REPORT NO. : PD-68-85
SUBJECT: CITY OF OSHAWA DRAFT OFFICIAL PLAN
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . That Report PD-68-85 be received; and
2. That the City of Oshawa be advised that the Town's
concerns in respect of the residential and deferred
designations of those lands currently included within
Special Study Area No. 8 have been resolved.

BACKGROUND AND COMMENTS:
At the General Purpose and Administration Committee meeting of
February 4, 1985, the Committee resolved to advise the City of
Oshawa that they had no objection to the City of Oshawa Draft
Official Plan subject to the resolution of the Town's concerns in
respect of the residential and deferred designations of those
lands which are currently included within Special Study Area No.
8.
Staff indicated at that time that in order to resolve some of the
unanswered questions, we would be meeting with Oshawa Planning
Staff and would report back following such meeting.
On April 16, 1985, staff met with Mr. Tom Mokrzycki , Director of
Planning for the City of Oshawa to discuss the situation relative
to Special Study Area No. 8. Staff concerns relative to extension
of services for this area and population allocations contained
within the Regional Official Plan were discussed. Staff were
advised that a portion of this area has been developed, to date,
and that services for the designated residential community of
Sawmac in north Oshawa would originate from Special Study Area
No.8.
Inasmuch as the services would be put in place to serve an area
already contained within the Regional Official Plan, staff feel
that there is an ultimate economy to be realized by allowing the
development of Special Study Area No. 8 and are satisfied that
development of this area, south of Taunton Road and the
designation of the area north of Taunton Road for deferred
development would not adversely impact upon the potential for
residential growth within the Town of Newcastle.

The Durham Regional Official Plan has set aside a population
allocation of 30,000 persons for- Study Area No. 8. Discussions
with City staff have indicated that development of this area would
not approach this population threshold which would thus facilitate
future development of that portion of Study Area No. 8 located
within the Town of Newcastle.
As a further- note, staff believe that development of Study Area
No. 8 r-epr-esents a reasonable extension of existing development
within the City of Oshawa and given the r-estr-i cti ons of the
Airport, in the west end, it is one of the few logical areas
available for- urban development within the City.
Based on the for-egoi ng, staff ar-e satisfied that development
within this area is not unreasonable and have requested City staff
to involve the Town dur-ing pr-epar-ation of any Neighbour-hood or-
secondary plans r•equir•ed for- this area.
