SUBJECT: PROPOSED SUBDIVISION AGREEMENT
BLACKCREEK DEVELOPMENTS
PLAN OF SUBDIVISION 18T-81033
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-108-84 be received; and
* 2. That the attached by-law authorizing execution
of a Subdivision Agreement between Blackcreek
Developments and the Corporation of the Town of
Newcastle, be approved; and
3. That the Mayor and Clerk be authorized to
execute a Subdivision Agreement between
Blackcreek Developments and the Town of
Newcastle at such time as an Agreement has been
finalized to the satisfaction of the Director
of Public Works and the Director of Planning.

BACKGROUND AND COMMENTS:
On April 25, 1984, Staff met with Mr. Hannu Halminen in
respect of draft Plan of Subdivision 18T-81033 located in
Part of Lot 32, Concession 2, former Township of Darlington ,
part of the Courtice Urban Area. The subject plan of
subdivision has been draft plan approved, and the lands are
presently in the process of being rezoned.
Mr. Halminen is a local builder and is interested in
proceeding with building on the subject lands at the
earliest possible opportunity. Aside from the rezoning , the
only outstanding issue is the finalization of a Subdivision
Agreement, which is also currently under preparation.
In that regard, in order to expedite registration of this
plan, Staff feel that it would be appropriate at this time
to authorize execution of a Subdivision Agreement with
Blackcreek Developments, and that said agreement be executed
at such time as the agreement has been finalized to the
satisfaction of the Director of Planning and the Director of
Public Works.
