SUBJECT: REGIONAL PREPARATION OF MUNICIPAL HOUSING
STATEMENT - File: PLN 11 .13
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following:
1 . That Report PD-125-84 be received; and
2. That the Region of Durham be requested to
prepare a Municipal Housing Statement on
behalf of the Town of Newcastle.

BACKGROUND AND COMMENT:
At its June 11 , 1984 meeting, Council received a letter from
Dr. M. Michael , Regional Commissioner of Planning, inquiring
whether Council would like to request the Region to prepare
a Municipal Housing Statement on behalf of the Town of
Newcastle. The Statement would be prepared in conjunction
with the Region's Update of the Regional Housing Statement.
Council resolved (Resolution #C-398-84) to refer the matter
to staff for a report.
The Ministry of Municipal Affairs and Housing encourages
municipalities to prepare housing statements to examine the
local housing market, to identify housing concerns and to
assist in the preparation of appropriate policies to meet
the housing needs of the community.
As well , the Durham Regional Official Plan requires area
municipal Councils, in the preparation of district plans
relating to housing, to have regard for the provision of a
variety of housing types and designs. Relevant conclusions
and recommendations that arise from the Municipal Housing
Study could be incorporated into the Town 's District Plan.
The Town of Newcastle and the Townships of Uxbridge and
Scugog are the only area municipalities in the Region of
Durham to not have Municipal Housing Statements in place.
Discussions with Regional Planning Staff indicate that the
preparation of a Municipal Housing Statement will require
minimal involvement by Town Staff. The Ministry requires
that the Statement be updated every three years ; however,

the Town can request the Region to undertake such an update
on its behalf.
To make maximum use of the information to be provided by a
Municipal Housing Statement, Town Staff will have to
establish a program by which the housing market and the
effect of various policies on housing supply can be
monitored. Staff can take advantage of housing information
provided by various agencies, including Canada Mortgage and
Housing Corporation, to setup and run the monitoring
program.
In Staff' s opinion , the Town of Newcastle would benefit from
the preparation of a Municipal Housing Statement,
particularly in the area of long range policy formulation.
We note however that our present workload and staffing
levels would not permit us to undertake the necessary study
unless a consultant were retained. It is therefore
recommended that the Town take advantage of the Region's
offer and that the Region of Durham be requested to prepare
a Municipal Housing Statement on the Town 's behalf.
