SUBJECT: SPECIAL STUDY AREA NO. 8

RECOMMENDATION:
I
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-137-84 be received; and
2. That the Region of Durham be advised that the
Town of Newcastle has no objection to the
deletion of Special Study Area No. 8 from the
Durham Regional Official Plan ; and
3. That the Region of Durham be further advised
that the Town of Newcastle recommends that
those lands covered by Special Study Area No. 8
on Schedule A5 of the Regional Official Plan,
be given land use designations consistent with
those of abutting lands ; and
4. That the Region of Durham be further advised
that the Town of Newcastle recommends that
those lands covered by Special Study Area No. 8
on Schedule A4 of the Regional Official Plan be

redesignated so as not to be included within
the limits of the Major Urban Area of Oshawa;
and
5. That a copy of Staff Report PD-137-84 and
Council 's decision be forwarded to the Region
of Durham and the City of Oshawa.
BACKGROUND:
On June 29, 1984, the Town of Newcastle was advised by the
Regional Planning Department that the City of Oshawa has
requested the Region to amend the Durham Regional Official
Plan as follows :
(i ) delete Special Study Area 8;
(ii ) re-locate the Major Urban Area boundary to
Taunton Road East;
(iii) designate the lands north of Taunton Road
East to Permanent Agricultural Reserve (d) ;
(iv) designate the lands south of Taunton Road
East to Residential and Major Open Space
along the valley lands; and
(v) undertake other appropriate amendments as
necessary to recognize existing development
in the subject area.
Special Study Area No. 8, which straddles the boundary
between Newcastle and Oshawa in the approximate vicinity of
Regional Road 4 - Taunton Road (see Key Map attached), was
designated by the Minister of Housing in 1978 in conjunction
with the approval of the Regional Official Plan. The
Official Plan states that, due to such considerations as the
environmental sensitivity of the Harmony Creek watershed and
possible future growth in the area, the lands located within

Special Study Area No. 8 require further study in order to
determine a suitable pattern of landuses.
In 1974 and 1975, a total of four official plan amendment
applications was submitted to permit the development of
lands located west of Townline Road and currently covered by
Special Study Area No. 8. These applications were tabled in
January 1979, pending the resolution of land use issues in
the subject area.
The City of Oshawa initiated a study on Special Study Area
No. 8 in late 1979. Although the study area extended into
Newcastle, the Town did not participate in the Study due to
other Staff commitments. Town Staff did however provide
comments to the effect that the preparation of a Secondary
Plan for Special Study Area No. 8 was premature,
particularly in the light of servicing commitments made by
the Region and the Town in other areas. The Study was never
completed and has not been actively worked on for three
years.
In February 1984, Regional Planning Staff forwarded a report
to Regional Council recommending that the four official plan
amendments submitted in 1974 and 1975 be denied and that
Staff be authorized to prepare an official plan amendment in
order to remove Special Study Area No. 8. The Report was
referred back to Staff for further review.
On June 18, 1984, Oshawa City Council adopted the resolution
referred to at the beginning of this report , requesting the
Region to amend the Regional Official Plan to delete Special
Study Area No. 8.

COMMENT:
Town Staff continue to be of the opinion that, in view of
present growth trends, housing demand and other commitments
made to development within Oshawa and Newcastle, the
development of Special Study area No. 8 at this time is
premature. Staff feel that lands currently designated for
urban uses should be given a change to develop prior to any
new lands being designated for development. It is therefore
recommended that the Region be advised that the Town has no
objection to the deletion of Special Study Area No. 8. Due
to the rural nature of the Study Area located within the
Town of Newcastle, Staff further recommend that those
portions of the subject area located east of Townline Road
be given land use designation consistent with those of
abutting lands.
Staff note that the City of Oshawa has requested the Region
to relocate their Urban Area Boundary to Taunton Road, to
designate the land south of Taunton Road to Residential , and
to designate the land north of Taunton Road as Permanent
Agricultural Reserve (d) . The symbol "d" designates areas
slated for possible future urban development.
As noted earlier in this Report, Staff feel that the
development of the lands included within Special Study Area
No. 8 would be premature. Consistent with this argument ,
Staff also feel that the designation of the lands south of
Taunton Road for urban development may have a significant
impact on adjacent rural land uses in the Town of Newcastle
and should not be permitted at this time. At such time as
the City of Oshawa wishes to extend its urban area
boundaries to incude the subject lands, a thorough study of
the impact of such a redesignation could be carried out in
conjunction with the necessary official plan amendment.

It is therefore recommended that the lands currently
included within Special Study Area No. 8 west of Townline
Road not be included within the Urban Area Boundary of the
City of Oshawa.
