That Staff Report PO-156-84 be received; and 2. That By-law No. 84-63 Schedule 3 be modified by deletion of Town owned lands located within the RS-2 Zone and placing said lands in the EP Environmental Protection Zone and the addition of an (H) C7-2 designation on the lands so identified abutting the Fifth Wheel Truck Stop. I I . ..2 i REPORT NO. : PO-156-84 Page 2 BACKGROUND AND COMMENTS: At the General Purpose and Administration Committee meeting of September 4, 1984, Staff brought to the Committee's attention recent comments from the Ministry of Natural Resources in respect of regulatory flood elevations at the mouth of the Bowmanville Creek and vacant undeveloped lands in the RS-2 zone. In that regard, Staff have discussed the matter of flood elevations with both Staff of the Ministry of Natural Resources and Mr. William Campbell of the Central Lake Ontario Conservation Authority, neither of which have any objection to the use of the 1:100 year Lake Ontario flood level for establishing flood elevations in the area of the mouth of the Bowmanville Creek. Staff are therefore, not recommending any further changes in respect of zone provisions for that area. With respect to vacant undeveloped lands in the RS-2 zone lying partly within the one hundred year Lake Ontario erosion limits, Staff have ascertained that a total of two (2) properties would be affected, both of which are municipally owned. * IIII In that regard, Staff attach a copy of that portion of zoning Schedule 3 and have identified the properties which are affected by the 1:100 year erosion setback which are vacant and undeveloped, and hence, could be removed from the RS-2 zone and left in the EP Environmental Protection zone. . . .3 REPORT NO. : PD-156-84 Page 3 Staff would also note that by letter of August 31 , 1984 (received on September 5, 1984) Ontario Hydro requests the addition of a Holding Zone to lands presently owned by Hydro but the use of which is being negotiated with the abutting owners. Staff have reviewed this request and would have no objection to such a change since the Holding provision and the existing site plan will provide the Town with * satisfactory development controls.
