SUBJECT: TOWN OF NEWCASTLE FLAG
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-172-84 be received; and
2. That the Committee consider recommending to
Council for approval , either Flag Design
Alternative 1 or Flag Design Alternative 2, as
the Town of Newcastle' s official flag.

BACKGROUND AND COMMENTS:
On July 16, 1984, Committee Resolution #GPA-819-84 was
passed requesting Planning Staff to give some consideration
to, and bring forward proposals for a Town Flag which would
embody the Town Crest and the apple blossom.
Staff have put together a number of possible alternatives
for a Town Flag. We have not, however, undertaken an
extensive investigation of the implications of using
Provincial symbols or other symbols that are possibly
covered by copyrights.
Staff have undertaken a very brief investigation of the
costs of producing a Town Flag, and depending upon the
number of flags ordered and the size of the flag, costs vary
extensively. As an example, a flag containing three (3)
colours would cost, in the range of, $1 ,000.00 to produce
thirty (30) flags three foot by six foot (3' x 6' ) in size.
Small desk top flags could be produced for approximately
$2.00 each for six hundred (600) flags with the cost
reducing as the number of flags ordered increases. To
produce thirty (30) full size flags and six hundred (600)
desk top flags could cost in the order of $2500.00 exclusive
of taxes.
In the consideration of alternative designs, Staff felt that
being the tenth anniversary of the Town and the
bi-centennial of the Province of Ontario, it would be
appropriate to incorporate features within the flag design
to reflect both of these events. In that respect,

Alternative No. 1 is the Staff' s preferred alternative which
incorporates the Town Crest and the apple blossom as well as
the Province of Ontario Bi-centennial logo and the
Provincial logo repeated ten (10) times for each of the
Town 's ten years. Alternative 4 is a variation on
Alternative 1 with the substitution of the Canadian Maple
Leaf for the Bi -centennial logo. Alternatives 2 and 3 are
variations of the same concept incorporating a stylized
maple leaf with a Town Crest overlay and the apple blossom
on a white background. Alternatives 5 through 11 represent
various other concepts for Council 's consideration, however
we are recommending Alternatives 1 or 2 for serious
consideration by Council .
Staff note that the colours utilized are predominantly green
and white which are taken from the Town Crest. Due to the
high cost of colour reproduction , Staff are recommending
that the number of colours be minimized and kept to the
simplest combination possible without sacrificing
legibility.
Staff would recommend that once an alternative has been
chosen, that the Purchasing Agent be requested to undertake
a detailed investigation of costs for flag production, and
that sufficient number of flags be ordered to be flown at
every municipal building and that a sufficient number of
desk top flags be purchased for use at municipal functions
and possible sale through local museums and shops. Prior to
commencing the production of any flag alternative a detailed
investigation of copyright should be undertaken to ensure

that the Town may freely use any of the symbols included in
the chosen alternative.
