REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF NOVEMBER 5, 1984
REPORT NO. : PD-182-84
SUBJECT: PROPOSED GUIDELINES FOR WETLANDS MANAGEMENT
IN ONTARIO - OUR FILE: Pln. 16.6.1
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-182-84 be received; and
2. That the Ministry of Natural Resources be
advised that the Town of Newcastle has no
objections to the proposed Wetland Guidelines
at this time and that the Ministry be requested
to provide the Town with further information
relative to the Wetland Evaluation System and a
statement relative to their position on
municipal works which may impact upon wetlands;
and
3. That a copy of Staff Report PD-182-84 be
forwarded to the Regional Municipality of
Durham for their information.

have regard for the provincial guidelines. The province is
suggesting that wetlands which have been identified as
significant should be protected from incompatible landuses
and should only be allowed to develop where it can be shown
that the wetland values can be managed adequately in
conjunction with such development. The Ministry is suggest-
ing that any lands so identified in official plans should
also be placed in a zoning category that only permits uses
that are compatible with wetland management.
In order to ensure implementation of the provincial
guidelines the province will provide, on a priority basis,
all pertinent information required to define and protect
wetland areas; will provide comments to planning agencies
on the compliance of proposals with the guidelines; prepare
technical documents to assist municipalities in wetland
planning and management ; undertake research related to
wetland management; and review and comment upon the use of
the evaluation system for wetlands. With respect to the
last point, an evaluation system has been developed which is
designed to rank wetlands into one of seven (7) classes
which, in turn , are related to their significance. It is
suggested that implementation of the evaluation system could
take place at the municipal or regional level , by
conservation authorities or the province.

COMMENT:
I
Generally, Staff concur with the intent of the proposed
guidelines recognizing the significance of wetlands to local
and regional environments as well as local and regional
economies.

these factors may eventually be governed by class
environmental assessments, for Public Works, which may
address specific design considerations.
Based on the foregoing, Staff are recommending that the
Ministry of Natural Resources be advised that the Town of
Newcastle has no objections to the proposed wetland
guidelines at this time and that the Ministry be requested j
to provide the Town with further information relative to the
wetland evaluation system and a statement relative to their
position on municipal works which may impact upon wetlands.
