SUBJECT: EXTENSION OF DRAFT APPROVAL - FILE: 18T-76011
PENWEST DEVELOPMENTS LIMITED
PART OF LOT 9, CONCESSION 1 , FORMER
TOWN OF BOWMANVILLE, TOWN OF NEWCASTLE
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-196-84 be received; and
2. That Council adopt the following resolution:
"The Council of the Town of Newcastle
hereby requests the Minister of Municipal
Affairs and Housing to extend the draft plan
approval for Subdivision 18T-76011 for a
further one (1 ) year period to January 29,
1 986"; and
3. That the request in Recommendation No. 2 above
be forwarded to the Minister of Municipal
Affairs and Housing and that Penwest
Developments be so advised.

BACKGROUND AND COMMENTS:
* A copy of the attached letter was received by the Planning
and Development Department on November 8, 1984. The letter
addressed to Conroy Dowson, Planning Consultants
Incorporated, consultants for Penwest Developments Limited ,
from the Ministry of Municipal Affairs and Housing states
that the draft plan approval of the above-mentioned plan
will lapse on January 29, 1985.

In reviewing this notice of expiration in conjunction with
the status of the proposed subdivision, Staff would have no
objection to the approval of a further one (1 ) year
extension in draft plan approval of 18T-76011 .

Dear Sirs:
Draft approval of this plan will lapse on January 29, 1985.
As you may know, it is your responsibility to request
an extension, with reasons , well in advance of the
lapsing date.
Please Note: We have recently changed our procedures
for extensions to draft approval for plans of subdivisions
in the Regional Municipality of Durham.
In the past, we required you to secure a council
resolution in support of an extension before we would
grant it. This procedure involved considerable amounts
of time for owners , staff and council, with few concerns
being raised. We have therefore tried to simplify the
procedure.
Your request for extension with reasons , is now to be
submitted directly to this office before the lapsing
date , with copies to the municipality and regional
Winning department for information.
The local municipality has been supplied with a list
of draft approved plans and their lapsing dates in
order to undertake an ongoing review. If , for some
reason, council feels and extension is unadvisable,
we have asked them to inform us directly before the
lapsing date. If we do not hear from them, we assume
no objection and will process the extension request.

We hope this procedure will reduce the amount of time j
Your co-operation with this new procedure would be
appreciated. Please remember, that once draft
approval has lapsed, it cannot be reinstated. A
new application would have to be submitted to the
Regional Municipality of Durham.
